Air carrier Captain reported while attempting to start the aircraft engines receiving several ECAM message for both engines resulting in securing the engines and refusing to accept the aircraft.

Narrative

I arrived at Aircraft X in ZZZ after it was painted and minor maintenance performed.I performed the walk around in daylight conditions My First Officer and I completed the Manual Reposition guide. We completed all briefings and checklists required. We were clear on engine 1 and 2 by ground personnel My First Officer started engine 1 and after receiving a good start on 1 he asked if clear on 2.During Engine 2 start; I recall almost simultaneously: A spurious Air Engine 2 bleed fault; calling for the QRH for Air Engine 2 bleed fault and feeling/hearing a sound not congruent with a typical engine start. I became concerned with continuing with engine two start and in the interest Of preserving the engine I moved the engine 2 master to the off position. While discussing the fault and continuing with the QRH we both looked at the ECAM to find that Engine 1 FAIL Was displayed on the ECAM. Below Engine 1 Fail an ECAM for Bleed 1 not closed was displayed.We performed the ECAM for Engine 1 Fail to secure engine 1 and address Bleed 1 not closed ECAM. shortly after; an odor and haze entered the cockpit and I became concerned with air quality.A logbook entry was noted. During debriefing my First Officer noted that the Dome light shutoff on my side and concurred that there was an oily smell in the cockpit. To note; Maintenance was enthusiastic to have me start engine 2 then engine 1 but I had refused any further interaction with the aircraft
