Synopsis

Flight crew reported an aircraft taxied at high speed in front of them requiring braking to avoid a collision.

Narrative

The incident occurred in PHX. While taxiing east on Bravo after landing; cleared 'taxi as able up to and hold short of Charlie 11. (Instructed 'as able' because following another aircraft that was also short of C11. Our aircraft was passing the halfway point through the B11 high speed taxiway exit from RWY08; a second aircaft (Aircraft Y) exited the runway at a significant rate of speed; heading towards the nose of our aircraft. Without hesitation max braking was applied and the parking brake was set. Both aircraft halted to a stop; abruptly; at which point ATC instructed us (Aircraft X) to stop; however we were already stationary at this point. Ground (GND) instructed us to giveaway to Aircraft Y and continue taxi. Once we were clear of all conflicts and a slight break in ATC communications occurred; I queried ATC as to (a) how that just happened; and (b) what was the callsign of Aircraft Y. ATC responded with their callsign and instructed me to standby. No further communication from ATC was received regarding the event. The controller working the frequency was replaced shortly thereafter. I called the cabin flight attendants to ask if everyone was ok due to the jolt; in which one of the flight attendants replied that she incurred whiplash. I asked how serious it was and she replied that she was only joking. I inquired as to the safety and well being of the passengers and she stated that no injuries were noted as everyone was seated; however a passenger did note the 'other aircraft had run a stop sign'. We taxied the aircraft to our assigned gate and completed operations without any further incident; following standard operating procedures.Cause: Lack of coordination between Tower (TWR) and GND controller(s). Possible ATC task saturation. Suggestion: Provide adequate separation for aircraft taxiing; and exiting the runway after landing.

Second reporter narrative

Aircraft X ZZZ to PHX After safely landing on runway 08 and while taxing eastbound on taxiway B; Phoenix ground instructed us to continue taxiing on B and hold short of C10 behind another aircraft; moment later ATC cleared Us to taxi on B and hold short C11 as able ( as able behind the aircraft ); while taxing between halfway between Taxiway C10 and C11 as instructed by ATC; we both the Captain and myself noticed Aircraft Y exiting runway 08 at significant speed vis high speed taxiway B11 which is a few feet's to the left of our Aircraft nose we both applied a brake to come to an immediate stop and prevented the other aircraft from hitting us; moment later ATC advised to stop and give a way to Aircraft Y and instructed us to taxi behind them and hold short of taxiway C11 than they cleared us to the gate; no injuries reported between crew members or passengers. Cause: ATC workload and Aircraft Y exiting the runway with a significant speed into an active and busy taxiways with out adequate visual clearing. Suggestions: ATC should slowing down during high workload; and flight crew should follow the basic principles and follow Sops and not assuming the taxiway is clear even if instructed to proceed on .
