Narrative
GND CTLR GAVE SMA X INSTRUCTIONS TO TAXI TO RWY 35; INTXN TKOF AT CHARLIE TAXIWAY. I INFORMED SUBJECT CTLR THAT I WAS ON THE SE RAMP AND REQUESTED FULL LENGTH ON RWY 35 (IT IS APPROX 100 YARDS FROM MY POS -- CHARLIE IS APPROX 600 YARDS AWAY). FOR NO APPARENT REASON; GND CTLR AGAIN GAVE INSTRUCTION TO TAXI TO CHARLIE. I COMPLIED. WHEN I WAS READY FOR TKOF; LCL CTLR GAVE ME POS AND HOLD RWY 35 AT CHARLIE INTXN. I OBSERVED TFC ON 1 MI FINAL TO RWY 06 AND TO EXPEDITE TFC; I REQUESTED TKOF ON RWY 17 AT CHARLIE (RWY 05 CROSSES 35 APPROX 1400 FT IN FRONT OF MY POS). REQUEST DENIED BY LCL CTLR DUE TO TFC; ACR Y; ON 4 MI FINAL TO RWY 35. THEN TOLD CTLR I WAS READY FOR TKOF ON RWY 35. NO TKOF CLRNC WAS RECEIVED AND I SAW ACR Y APCHING THE NUMBERS ON RWY 35 DIRECTLY BEHIND ME FOR LNDG. I VACATED THE 35 RWY FOR TAXIWAY CHARLIE TO LET ACR Y LAND WITHIN THE NEXT FEW SECONDS. GND CTLR SHOULD HAVE GIVEN ME FULL LENGTH AS REQUESTED. THERE WAS NOT TFC BTWN MY POS AND RWY 35 AND NO NOTAM OF ANY TAXIWAY OUT OF SVC. THE LCL CTLR SHOULD NOT HAVE GIVEN ME POS AND HOLD WITH ACR Y CLRED TO LAND ON 35 AND ANOTHER CLRNC TO LAND ON RWY 06 FOR OTHER AIRLINER. IF ANYTHING HE SHOULD HAVE GIVEN AN IMMEDIATE TKOF; AND IF UNABLE; TO HOLD SHORT OF RWY 35.
