Synopsis

Air carrier pilot reported an NMAC with a UAS during descent. No evasive action was taken.

Narrative

While on arrival into EWR; receiving vectors to the final approach ILS Runway 4R and just starting our descent out of 3000'. We spotted what appeared to be a drone with a white light on it pass close overhead. While it was dark and detail was difficult; our speed combined with its apparent motion indicates it was very close almost directly overhead; within a few hundred feet. Weather had passed through recently so there were a variety of scattered and broken layers above and below; at the time of sighting we were above a patch of broken clouds so the drone was likely not in direct line of sight to the ground.Passing by at the moment in descent that we did suggests to me that the drone would have been significantly closer; potentially colliding with us had we remained at 3000' even a few moments longer as it seemed that it might have been within the wingspan; laterally from us. The approximate location over the ground was in the vicinity of Somerville NJ.Cause: Somebody was operating a drone improperly.
