Synopsis

AN LTT ACR CREW MADE AN APCH TO BELOW MINS BECAUSE THEIR COMPANY HAD NOT GIVEN THEM THE FLT DATA CTR NOTAMS. THE REDUCED MINS WERE NOT PUBLISHED ON THE ATIS.

Narrative

ON DSCNT TO HPN; WE WERE ADVISED THAT THE RVR FOR RWY 16 WAS 1800 FT. UPON CHKING THE APCH PLATE FOR ILS 16; THE MIN FOR OUR OP WAS 2400 FT RVR. WE HELD ON THE LOC AT 2000 FT FOR APPROX 3 MINS; THEN WERE INSTRUCTED TO HOLD AT 4000 FT. WE HELD AT 4000 FT FOR APPROX 3 MORE MINS. THEN THE WX IMPROVED TO ABOVE OUR PUBLISHED LNDG MINS. WE EXECUTED THE APCH. UPON ROLLOUT; IN VISIBILITY OF OVER 1 MI; WE HEARD TWR TALKING TO A JET. THE JET SAID THEY COULD NOT CONTINUE THE APCH BECAUSE THE NOTAMED RVR MIN WAS 5000 FT. THE CAPT AND I HAD BOTH REVIEWED THE RELEASE BEFORE LEAVING BOS. THE ONLY NOTAMS WE RECEIVED FROM OUR DISPATCHER WERE LCL NOTAMS. THE FDC NOTAMS WERE NOT INCLUDED. THE PROBLEM IS THAT NO HDG IS PUT ON THE NOTAMS IT DIDN'T SAY 'LCL NOTAMS.' WE ASSUMED WE HAD ALL THE INFO. ANOTHER PROBLEM WAS OUR ACFT WAS PARKED IN THE N CARGO AREA OF BOS ARPT WITH NO REAL MEANS OF GETTING WX AND NOTAMS ON OUR OWN. WE ARE AT THE MERCY OF THE COMPANY. I ALSO DO NOT UNDERSTAND WHY THE APCH CTLRS OR TWR CTLRS DID NOT KNOW ABOUT THE NOTAM; OR IF THEY DID; WHY DID THEY NOT INFORM US WHY ARE FDC NOTAMS OF SUCH IMPORTANCE NOT INCLUDED ON THE ATIS AFTER HPN; WE WENT BACK TO BOS AND INFORMED THE ACP WHAT HAD HAPPENED. HE SAID 'YEAH; WE'VE BEEN HAVING PROBLEMS GETTING THE NOTAMS FROM OUR DISPATCHERS TO BOS AND ON THE RELEASES.' HE REALLY DIDN'T SEEM CONCERNED. OUR NEXT FLT WAS FROM BOS- RDC. WE SPECIFICALLY REQUESTED FDC NOTAMS AFTER OUR RELEASE ONCE AGAIN CAME WITHOUT THEM. WE FOUND THAT THE VISIBILITY FOR ILS RWY 4 AT ROC WAS RAISED FROM 3/4 TO 1 MI. UPON ARRIVING AT ROC; THE VISIBILITY WAS 7/8. THE TWR AND APCH CTLRS KNEW NOTHING ABOUT THE NOTAM AND ACFT HAD BEEN EXECUTING THE APCH ALL DAY! WE NEED TO IMPROVE THE WAY THAT SUCH IMPORTANT NOTAMS ARE DISSEMINATED.
