COMMUTER TAXIING STOPS ABRUPTLY AS HVT CROSSES IN FRONT AT FAST SPD.

Narrative

WE WERE ON THE 3RD DAY OF A 3-DAY TRIP. WE HAD BEEN ON DUTY FOR 14 HRS AND YES; WE WERE TIRED. IT WAS OUR LAST LEG. A FLT FROM CINCINNATI (CVG) TO DETROIT (DTW). WE HAD JUST DIVERTED TO OUR ALTERNATE TOLEDO (TOL). AFTER HOLDING ON THE MIZAR 1 ARR TO DTW DUE TO SEVERE WX IN THE DTW AREA; WE WERE STARTING TO GET LOW ON FUEL. AFTER LNDG RWY 7; TWR SAID TO 'STAY WITH HIM TO THE GATE.' IT WAS A LONG TAXI. I TURNED OFF ON A8 INTXN AND TAXIED ON A; THE PARALLEL TAXIWAY. APCHING A6 INTXN; WHEN I HEARD TWR TALKING TO SOMEONE (ONE GND FREQ?); TWR ONLY SAID THAT'S APPROVED. MY FO WAS BRIEFING THE PAX AT THE TIME. HE STOPPED TO TELL ME TO STOP NOW! WHICH I DID; JUST SHORT OF A6. SUDDENLY; THERE APPEARED A HVT FROM ACROSS THE ARPT AND RWY 7 AND THROUGH A6 INTXN GOING APPROX 15-20 MPH. I KNOW THAT CREW DIDN'T SEE US AND NEVER ATTEMPTED TO STOP EVEN THOUGH WE HAD ON OUR TAXI LIGHT AND NAV AND BEACON LIGHTS. THE L WING OF THE HVT CLRED US BY 2-3 FT. THE TWR SAID AFTERWARDS 'HE THOUGHT WE SAW IT (THE HVT).' LOOKING BACK; I KNOW NOW I WILL ALWAYS TAXI ON GND FREQ AND WILL TELL TWR THAT EVEN IF HE IS RUNNING BOTH GND AND TWR FREQS; THAT BOTH CREW MEMBERS SHOULD BE LOOKING FOR TFC WHEN TAXIING. THAT THE CTLR SHOULD HAVE POINTED OUT TFC TO BOTH ACFT AND HAD 1 HOLD SHORT. AND ALTHOUGH IT SOUNDS RADICAL; THERE SHOULD BE A 'L ONLY RULE' ON THE GND BECAUSE GENERALLY THE PERSON ON THE L IS THE ONE WHO IS TAXIING AND IT'S EASIER TO SEE OUT THE L SIDE.
