HIGH ON APCH FOR STRAIGHT IN APCH TO RWY 31L AT RHV. CLRED TO LAND. TEMP 88 DEG WIND 270 DEG AT 8 KTS. CARB HEAT ON. L TANK 3/4 FULL (15 GALLONS). PLANE PUT IN EXTENDED FORWARD SLIP WITH L WING DOWN. SOME PER CARRIED. SLIP BEGAN FROM APPROX 3 MI OUT. FUEL SELECTOR DRAINING L TANK. PLANE LEVELED OUT ABOUT 3/8 MI FROM RWY THRESHOLD AND PWR APPLIED. NO PWR. TOO LOW TO MAKE ARPT WITH EASTRIDGE SHOPPING CTR DIRECTLY AHEAD. IMMEDIATE SWITCH TO BOTH TANKS; BUT STILL NO PWR. LOW LEVEL APPROX 200 DEG TURN TO L PERFORMED FOR LNDG IN FIELD BEHIND ME. SUCCESSFUL LNDG MADE WITH NO INJURIES TO THE 4 PEOPLE ABOARD. PLANE RUNNING OK AFTER LNDG AS TAXIED OFF TO THE SIDE AFTER LNDG. FAA AND EMER VEHICLES ARRIVE. THE FAA TOLD ME TO NOT TOUCH THE AIRPLANE AND IT WOULD BE CHKED IN THE MORNING. LATER AFTER THE CTL TWR CLOSED FLEW THE ACFT OUT TO MY PARKING SPACE AT RHV. AT TIME OF INCIDENT FAA DETERMINED THAT I HAD AN EXPIRED FCC RADIO LICENSE; DID NOT HAVE MY MEDICAL IN POSSESSION (WAS CURRENT BUT HAD RECENTLY LOST IT); AND I HAD FAILED TO CHANGE THE ADDRESS ON MY PLT'S LICENSE. RPT COMPLETED AND SUBMITTED BY FAA TO OKLAHOMA CITY. POSSIBLE CHARGE OF GIVING INSTRUCTION WITHOUT A CFI LICENSE AS THE FAA BELIEVES THAT I WAS NOT FLYING THE AIRPLANE. NO WRITTEN STATEMENTS MADE TO FAA AT THE TIME OF THIS INCIDENT DESPITE REQUESTS THAT WRITTEN STATEMENTS BE SUBMITTED TO THE FAA. PLANE THOROUGHLY CHKED BY THE FAA AND MY FBO. THE PLANE HAD HAD A FRESH ANNUAL. THIS WAS THE FIRST FLT AFTER THE ANNUAL. PLANE HAD TOTAL OF 3500 TT AND 30 SMOH. IT WAS THOUGHT THAT THE L TANK WAS UNPORTED AND THE GAS WAS RUN OUT OF THE CARB DURING THE PROLONGED SLIP WITH PWR. NOTHING IN POH INDICATES SUCH A DANGER.
