ORD Tower Controllers reported aircraft departed the south complex turning northeast bound when an aircraft landing the north complex goes around resulting in an airborne conflict and the go-around aircraft altitude being restricted and the aircraft flying towards terrain.
Narrative
This information was provided to me after the fact. I was unaware that an incident had taken place until some time later.I was departing Runway 28R. Aircraft X was an eastbound departure issued heading 040 and climbing to 5;000MSL via the SID. Recalling what had happened to the best of my ability; Aircraft X was north of the Runway 27R centerline; turned passed the 360 heading; and climbing through 2;300 MSL when I was advised of a missed approach; Aircraft Y; that was at the approach end of the 27R. During the coordination; I instructed to 'miss Aircraft X; go 040 at 4000'. The weather was VFR; and my aircraft was much higher than the missed approach and still climbing.I was informed later on that Aircraft Y was restricted at 1;700 MSL due to Aircraft X; and that caused Aircraft Y to fly underneath the MVA. To my knowledge; the traffic I had told to miss was not in any position to force the missed approach into the MVA; as the aircraft were both separated; and the weather was VFR.Stop departures or arrivals.
Second reporter narrative
Was landing Runway 27R. Aircraft Y commenced a Go-Around very late. Pre coordinated missed approach instructions from Center Tower was 290 up to 2500 feet which I issued. When I called the controller which owned that departure airspace they instructed me to miss Aircraft X who had just initiated a turn to 040. This put the aircraft in a DIRECT confliction; so I stopped the climb on my aircraft to issue traffic until I could continue missed approach instructions. Apparently this happened below the MVA and i was advised of this weeks later. No issues were had beyond what was described.Local that is in control of the airspace either needs to protect the pre-coordinate missed in some way; or we need to eliminate pre-coordinated instructions for a missed so I can issue something correct the first time. Or in this specific instance the departing controller could have turned their departure back to a 270 and allow my missed to take the lead. This was poor coordination; poor judgement; poor instructions from a low time CPC who probably was unaware of what their instructions they gave to me would force me to do.
