AN SMA PLT SAID THE WORD 'ABORT' ON TWR FREQ.
Narrative
ON 10/WED/92; A FRIEND HAD TO DELIVER A PLANE TO ANOTHER ARPT. I WAS TO PICK HIM UP IN MY PLANE. HE LEFT THE TIE DOWN RAMP FOR THE ACTIVE BEFORE ME. I TRIED TO START MY PLANE. IT WOULDN'T START. I CALLED THE TWR AND SAID; 'MHT TWR; WOULD YOU HAVE SMA Z ABORT HIS TKOF AND RETURN TO THE E RAMP.' I CALLED THE TWR 2 MORE TIMES WITH THIS REQUEST. THEY DID NOT ANSWER. I ALSO GAVE THEM MY N NUMBER SMA 1 WHEN I CALLED. WHEN THE OTHER PLT RETURNED TO THE E RAMP; HE SAID THE TWR TOLD HIM TO CALL THEM ON A LANDLINE. WHEN WE CALLED; THEY TOLD ME I SHOULD NOT HAVE USED THE WORD 'ABORT' OVER TWR FREQ. THEY ALSO SAID THEY WERE GOING TO WRITE AN INCIDENT RPT AND MAYBE BRING CHARGES AGAINST ME. AN HR LATER; I TALKED WITH THEM AGAIN. THEY TOLD ME THAT THEY HAD NOT LISTENED TO THE TAPES YET; BUT THEY WERE CHARGING ME WITH CALLING THE OTHER PLANE DIRECT; WHICH I DID NOT DO. I TALKED WITH THEM A THIRD TIME THAT SAME AFTERNOON THEY SAID THAT THEY HAD NOT LISTENED TO THE TAPES BUT THEY WERE GOING TO DROP THE CHARGES; BUT I WOULD GET A CALL FROM PORTLAND; ME; FSDO. I ASKED THE TWR AND FSDO WHAT WOULD BE THE CORRECT PROC IN THIS SITUATION. NEITHER ONE COULD GIVE ME A CONCRETE ANSWER. I WOULD LIKE TO KNOW WHAT THE CORRECT PROC WOULD BE IN THIS SITUATION.
