PLT OF SMA BANNER TOWING ACFT OPERATED IN A SPECIAL PRESIDENTIAL RESTRICTED AREA UNTIL ASKED TO LEAVE BY GOV PERSONNEL.

Narrative

I CALLED KANKAKEE FSS AT XA45-XB00 AM ON OCT AND GOT A STANDARD WX BRIEFING TO FLY FROM GYY TO 57C OR E TROY; WI; AND TOLD THE WX PERSON THAT I WOULD BE TOWING A BANNER OVER THE PRESIDENT AT BURLINGTON; SUSSEX; OSHKOSH AND STEPHENS POINT. I WAS ADVISED THAT EITHER SIDE OF WISCONSIN TRAIN LINE RAILROAD TRACKS 1.5 MI AND BELOW 1500 AGL WAS RESTR FROM BURLINGTON TO SUSSEX BTWN THE HRS OF XA30 AM AND XE05 AM LCL TIME AND SO FORTH WITH VARIOUS TIMES BTWN THE OTHER PREVIOUSLY MENTIONED POINTS. I THEN DROVE TO GARY; IN; WHERE I DEPARTED AT APPROX XB30 AM. I FLEW TO 57C ASKED THE ARPT MGR IF I COULD SET UP BANNER AND TKOF; AND THERE WHICH HE APPROVED SO I DID. I DEPARTED C57 AND ARRIVED OVER BURLINGTON AT APPROX ZB40 AM LCL TIME. I SAW A LARGE GROUP OF PEOPLE AND STARTED CIRCLING OVER THE AREA OF 23-2400 FT MSL WHICH WOULD BE 15-1600 FT AGL. I STAYED PROBABLY 1.5 MI FROM THE GROUP. AT XG00 LCL TIME A MIL HELI RADIOED ME FROM THE GND AT BURLINGTON AND ASKED ME TO LEAVE THE AREA AS THE BANNER WAS NOT IN GOOD TASTE. I WAS FLYING A BANNER THAT SAID IRAN CONTRA HAUNTS YOU. WE WERE ON 122.8. I CAME BACK; WITH WHAT FSS HAD ADVISED ME OF AS FAR AS RESTR AIRSPACE AND SINCE IT WAS ONLY XC00 AND I WAS ADVISED RESTR AIRSPACE STARTED AT XC30 AND I HAD A JOB TO DO THAT I WOULD CONTINUE UNTIL I WAS HIRED TO OR XC10 AM. A FEW MINS LATER THE HELI CALLED AGAIN AND SAID THAT I AM IN VIOLATION OF AIRSPACE; ASKED FOR MY TAIL NUMBER AND ASKED WHAT MY INTENTIONS WERE. I AGAIN READ HIM WHAT I WAS ADVISED AS FAR AS RESTR AIRSPACE AND ASKED IF IT HAD CHANGED. HE SAID THAT UNTIL XD00 AM BELOW 3000 FT AGL OFF THE 175 DEG RADIAL OF BADGER AT THE 26 MI FIX 3 MI RADIUS. SO I LEFT TELLING HIM THAT I WOULD BE AT E TROY IF THEY NEEDED ME. IMMEDIATELY AFTER LNDG I CALLED GRB FSS AND HE ADVISED ME OF THE 175 DEG RADIAL RESTRICTION. BEFORE I GOT OFF THE PHONE WITH HIM I HAD A CALL FROM MKE FAA WHOM I TALKED WITH BRIEFLY BEFORE 2 STATE TROOPERS FRISKED ME CHK MY LICENSES AND SECRET SVC SHOWED UP. I WAS HELD THERE FROM SC20 UNTIL XD00; ASKED ALL KINDS OF QUESTIONS; GIVEN VARIOUS SECRET SVC PSYCHOANALYSIS TESTS; PHOTOGRAPHS; GIVEN A HAND WRITING ANALYSIS TEST AND BADGERED FOR WHAT I FEEL WAS NOT MY MISTAKE. I FEEL AS THOUGH I SHOULD HAVE HAD A LAWYER PRESENT. MKE FAA CAME OUT AT APPROX XO10 PM LCL AND TALKED AND CHK MY LICENSES; THE ACFT AND MY MEDICAL OUT. I SPOKE TO MR X ON MON AM AND HE WAS TO PULL THE TAPES AT KANKAKEE FSS AND LET ME KNOW WHAT RESULTS.
