Air carrier Captain reported receiving an RA on approach to SFO when ATC turned another air carrier aircraft on to a parallel course for the west runways. The other aircraft also received an RA; and during the RA-directed maneuver was given a low altitude alert by ATC.

Synopsis

Air carrier Captain reported receiving an RA on approach to SFO when ATC turned another air carrier aircraft on to a parallel course for the west runways. The other aircraft also received an RA; and during the RA-directed maneuver was given a low altitude alert by ATC.

Narrative

Paired with Aircraft Y on final in SFO. We were lined up for a visual approach on 28R coupled with the ILS. We were high on the base leg but with traffic and the field in sight were cleared the visual and told to maintain 180 kts. to the bridge. As we turned final approach to join the localizer we were still high and descending at a higher rate than normal from 3000 ft. Aircraft Y was below us a significant amount. We were then told by ATC to slow to 160 kts. to the bridge. We continued to configure to slow and descend but were still coming down at a higher rate than usual. We received an RA Level Off; followed guidance and almost immediately received 'clear of conflict'. At the same time Aircraft Y made ATC calls of RA Descend and then RA Clear of conflict. With them still in sight we continued the approach and continued our effort to descend to the glidepath while maintaining lateral path. I started to key the mic to announce the RA but Tower got there first and called 'Aircraft Y low altitude alert...' That led to a go around call from Aircraft Y from below us so I was hyper vigilant on what the ATC instructions were going to be and they gave Aircraft Y a turn to the southwest and a climb away from us. We then refocused on the approach and continued our descent to a stable approach. We landed without further incident and taxied to the gate.Do to all of the circumstances I was not able to communicate the RA to the controller because of trying to manage the descent and radio congestion with the paired aircraft. By the time the radio quieted down we were focused on the approach to land.
