Narrative

I WAS TO DELIVER A SMT TO A BUYER IN LITTLE ROCK; AR. THE BUYER INFORMED ME BY TELEPHONE TO DELIVER IT TO N LITTLE ROCK; AR (1M1). I WAS RUSHED BEFORE DEP; BUT TOOK TIME TO CHK THE WX. GOOD VFR! A QUICK GLANCE THE COMMERCIAL APCH CHARTS SHOWED NO 1M1 UNDER LITTLE ROCK. I ASSUMED IT WAS A SMALL ARPT WITH NO INST APCH. A QUICK GLANCE AT THE J- AID ARPT DIRECTORY ALSO SHOWED NO N LITTLE ROCK ARPT (1M1) UNDER LITTLE ROCK. OH WELL; IT WAS ON MY WAC CHART AND MY LOW ALT ENRTE CHART; SO I PUNCHED IN 1M1 IN THE LORAN AND DEPARTED. UPON ARR AT LITTLE ROCK; I STAYED WITH APCH CTL UNTIL 5 MI W OF 1M1. THE LORAN LISTED THE RWYS; ELEVATION; AND UNICOM FREQ. I CALLED UNICOM FOR A FIELD ADVISORY. THEY INFORMED ME THAT TFC WAS USING RWY 17. THERE WERE 2 HOT AIR BALLOONS AND SEVERAL OTHER ACFT IN THE AREA. I DID NOT HEAR ANY TFC RPTING IN THE PATTERN. I PASSED N OF A BALLOON WHICH WAS ABOUT 1-2 MI SW OF THE ARPT ON AN EASTERLY HDG AND RPTED ENTERING A XWIND FOR LNDG RWY 17. I AGAIN RPTED L BASE FOR 17; THEN SORT FINAL. UPON LNDG; I DISCOVERED AN ARPT APPRECIATION DAY IN PROGRESS IN ASSOCIATION WITH THE DEDICATION OF A NEW RWY. AFTER GETTING OUT OF THE AIRPLANE I WAS INFORMED BY PLTS ON THE GND THAT THERE WAS R TFC FOR 17. WITH THE AREA TFC; BALLOONS; ETC; I FAILED TO LOOK AT SEGMENTED CIRCLE ON THE GND. I ALSO FOUND OUT THAT THE N LITTLE ROCK ARPT WAS NOT LISTED UNDER LITTLE ROCK BUT UNDER N LITTLE ROCK. UNICOM SHOULD HAVE ADVISED OF NON-STANDARD TFC; BUT I SHOULD HAVE RESEARCHED THE ARPT BETTER BEFORE DEP.
