BUSINESS PLT REGULARLY FLIES APCH WHICH HAS HAD 3 ACCIDENTS OCCUR. WANTS TO ASSURE NO MORE.
Narrative
THIS IS THE 3RD MAJOR ACCIDENT ON THE APCH FOR JNU (LDA 1 RWY 8). ALL 3 ACFT (ACR-LGT; ACR-LTT; MIL-MLT) HIT WITHIN 1/2 MI OF EACH SEPARATE ACCIDENT SITE. ALL 3 CREWS APPARENTLY MISIDENTED BARLO; THE FINAL APCH FIX. I KNOW FROM MY PERSONAL EXPERIENCE; THAT THE APCH PLATE TAKES A LOT OF STUDYING BECAUSE OF ALL THE POSSIBLE TRANSITIONS. I RECOMMEND THAT THE APCH PLATE BE REWRITTEN TO SHOW ONLY 1 OR 2 TRANSITIONS. IF IT TOOK US 3 DIFFERENT LDA-1 RWY 8 (A; B; C; ETC) TO SHOW ALL THE TRANSITIONS; I THINK HAVING LESS CLUTTER ON THE PLATE WOULD BE A BIG HELP. THE OTHER PROBLEM ON THIS APCH COULD BE THAT THE CREW OMITS SWITCHING THEIR DME FROM SISTER ISLAND (SSR) TO THE LOC DME (I-JDL) AFTER CAPTURING THE FINAL APCH COURSE INBOUND. IT DOESN'T APPEAR THAT THE DME WOULD READ LESS THAN APPROX 10.2 (BARLO IS AT 8.0 I-JDL DME) BUT CERTAINLY THIS WOULD BE CONFUSING TO THE CREW ON THIS APCH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE IS A BUSINESS PLT AND USES THIS APCH FREQUENTLY. VERY CONCERNED THAT SOMETHING BE DONE TO HELP ASSURE NO MORE ACCIDENTS OCCUR. HE FEELS THERE MAY BE SOME CONFUSION IN A NOISY COCKPIT BTWN THE FIXES OF DIBOL AND BARLO. ON FIRST TRIP INTO JNU HE ASKED CTLR WHEN 100 MI OUT WHICH TRANSITION TO PLAN FOR BECAUSE CHART IS CONFUSING. STATED THAT A NOTAM HAS JUST BEEN ISSUED REGARDING THIS APCH WHICH ELIMINATES ALL BUT THE SISTERS ISLAND TRANSITION. ANALYST SPOKE WITH TWR MGR WHO INDICATED THE MIL ARE INVESTIGATING RECENT ACCIDENT SO HE DOES NOT HAVE ANY INFO YET. STATED JNU WILL BE A TEST SPOT FOR GPS IN WHICH NORMAL APCH AIDS WILL BE USED IN CONJUNCTION WITH GPS TEST EQUIP. ACR WITH NEWEST MLG'S WILL BE USED.
