SMA Y LANDED ON OCCUPIED RWY HAD LTSS FROM SMA X. PLTDEV. SYS ERROR.

Narrative

I WAS WORKING GND CTL WHEN THE LCL CTLR HAD SMA X LAND RWY 34. SMA X STOPPED AT THE INTXN OF RWY 3 AND RWY 34. AWAITING INSTRUCTIONS TO TURN ON RWY 3. THE SECOND ACFT; SMA Y; LANDED AND ROLLED OUT WITH SMA X STILL ON THE RWY. THE INTXN IN QUESTION IS 1950 FT FROM THE THRESHOLD OF RWY 34. THE LCL CTLR IN MY OPINION HAD A NUMBER OF FACTORS WHICH DISTRACTED HIM AND HE NEVER ISSUED A GAR. HE ALSO DID NOT RPT THIS ERROR TO THE BEST OF MY KNOWLEDGE. THE PLT OF SMA Y WAS A STUDENT AND WAS TALKING SLOWLY ON THE FREQ. THIS FRUSTRATED THE LCL CTLR AND HE HAS A TEMPER. HIS STRING OF EXPLETIVES OFF THE AIR WASTED TIME AND DISTRACTED HIM DURING A BUSY PERIOD OF TFC. THE FIRST ACFT; SMA X; STOPPED ON THE RWY AWAITING INSTRUCTIONS TO TURN ON RWY 3. WE USE THIS RWY AS A HIGH SPD TAXIWAY QUITE OFTEN AND PLTS EXPECT TO TURN THERE BUT GET CONFUSED IF THEY DON'T HEAR THE INSTRUCTION FROM THE CTLR. SUPPLEMENTAL INFO FROM ACN 226150: I WAS ON DUTY AT OGDEN TWR. I WAS ON A BREAK AND SEATED IN THE BACK OF THE TWR CAB ENGAGED IN CONVERSATION WITH ANOTHER CTLR. I HEARD THE LCL CTLR LOSE HIS TEMPER AND BURST INTO A FIT. HE USED PROFANITY AND THREW A PAIR OF BINOCULARS. ON NOV.XX.92 I WAS NOTIFIED THAT THIS CTLR HAD AN OPERROR LOSING SEPARATION ON THE RWY. SUPPLEMENTAL INFO FROM ACN 226324: I WAS CIC ON THE MORNING SHIFT. THERE WAS SUPPOSEDLY A SEPARATION ERROR THAT OCCURRED. I WAS STANDING ON THE CATWALK OUTSIDE THE CAB TALKING TO A FELLOW CTLR WHO HAD ASKED ME TO COME OUTSIDE. THERE WERE 8 PEOPLE IN THE CAB AND ONE OF THEM WAS AN INSTRUCTOR PLT. TO ALLEVIATE SOME OF THE CONGESTION; I WENT OUT ON THE CATWALK (THE CATWALK DOOR WAS OPEN). I THEN WENT DOWNSTAIRS TO THE RESTROOM. THE SEPARATION ERROR OCCURRED. I DID NOT SEE IT NOR DID ANYONE TELL ME ABOUT IT. I FOUND OUT ON SUN AND DETERMINED THAT THE CTLR WHO TOLD ME SHOULD TELL MGMNT IF THE CTLR WHO HAD THE ERROR DID NOT TURN HIMSELF IN. ON MON; WHICH WAS THE FIRST DAY EITHER ONE OF US SAW OUR MGR SINCE THE OCCURRENCE; HE WAS INFORMED OF WHAT HAPPENED. THE MGR THEN BEGAN TO TAKE ACTION.
