PA-32 Flight Instructor and student reported engine failure during cruise which resulted in a diversion and a landing on a taxiway.
Narrative
On Day 0 at approximately XA:12 pm I departed ZZZ1 in Aircraft X with my student commercial pilot. The purpose of the flight was a post annual inspection test flight. We was in radio communication with ZZZ tower and in the northwest quadrant of the class D. The engine started running rough. We advised tower we had a rough running engine and needed to fly towards ZZZ. ZZZ tower controller advised I was cleared to land any runway; and he had no traffic in the area. When near the field and trying maintain altitude the engine lost all power. I advised the tower that my engine had failed. Tower cleared us to land any runway. While dealing with the situation we intended to request priority handling; I'm not positive it was transmitted over the air. We executed a 360° right turn to lose altitude. At the completion of the turn we were unable to make the runway and had to land on the parallel taxiway 1. While trying to stop the main gear tires were flattened. No other damage to aircraft or property. No injuries.
