Air carrier pilot reported they refused aircraft due to tail damage discovered during walk around then discovered FOD in the flaps during walk around for second aircraft.
Narrative
We had a report time of XA:45 am. This was Day 0. When we arrived to the aircraft; we received an EDCT (Estimated Departure Clearance Time) time due to weather in the northeast. I reviewed the logbook for MELS and open items along with sign off date. After reviewing the logbook I briefed the inflight crew. I grabbed the high visibility vest and proceeded to do the walk around. During the initial walk around at approximately XB:21 am. I found a dent not logged and no MDDR (Maintenance Deferred Defect Record) number associated with the dent. I called Maintenance to enquire about whether it had been logged or not. They sent mx (Maintenance) from ZZZ to investigate as they had no record. We took a significant ground delay due to the inspection and needing equipment for an area not easily reached. It was determined the tail was possibly struck by a lift during a recent paint job to the aircraft. We were then removed from that aircraft and swapped to an aircraft inbound. That aircraft arrived at gate XX. I believe I was the first to arrive at the gate. I again reviewed the logbook and grabbed the high visibility vest to go down to the ramp. During the preflight walk around of the second aircraft at approximately XE:14pm; I noticed three fasteners were sucked into the moveable flap panel and two fasteners missing from the forward right corner of the number two pre-cooler panel on top of the pylon. Both items were written into the logbook and mx was called. They cleared both items prior to departure and cleaned up the logbook. A short time later we departed for ZZZ1.
