FIRST TKOF AT CTLS OF NEWLY PURCHASED ACFT (SMT). PREVIOUS OWNER IN R SEAT. HE COMMENTED ON SIZE OF VERT FIN AND RUDDER IN ACFT AND THAT WOULD FEEL DIFFERENT IN FLYING. CLRED FOR TKOF; RWY LENGTH 3100 FT. APPLIED PWR GRADUALLY SO AS NOT TO OVERTEMP AND BEGAN TKOF ROLL. RUDDER CTL SEEMED NORMAL AT FIRST BUT AS SPD BUILT; REQUIRED MORE AND MORE L RUDDER AND THEN SOME L BRAKE. PREVIOUS OWNER ASKED WHY I WAS APPLYING BRAKE; THEN TOOK OVER RUDDER CTLS. BY THIS TIME WE WERE AWARE SPD NOT BUILDING AS IT SHOULD BUT HE THOUGHT DUE TO ME BEING ON BRAKES. APCHING END OF RWY HAD NO CHOICE BUT TO ROTATE WITH AIRSPD WE HAD. BY THEN WE BECAME AWARE THAT WE MAY HAVE AN ENG PROBLEM AS 1 ENG WAS SURGING AND IT WAS REQUIRING MAX INPUT OF L RUDDER. FLEW AT 200-300 FT AGL FOR SEVERAL MI. GEAR RETRACTED; BUT DID NOT FEATHER R PROP BECAUSE WE THOUGHT IT WAS STILL PRODUCING SOME PWR. TURNED TOWARD LONG BEACH ARPT BUT STARTED TO LOSE ALT AT WHICH TIME WE FEATHERED R PROP AND IMMEDIATELY STARTED TO CLB 300-400 FPM. LANDED AT LONG BEACH ARPT WITHOUT FURTHER INCIDENT.
