A321 Captain reported the landing gear required multiple attempts for extension to occur.
Narrative
On approach into ZZZ; the landing gear would not come down with multiple recycle attempts. Performed a go around. After the go around; we finally received a L/G GEAR NOT DOWNLOCKED ECAM. The ECAM stated to wait 120 sec then perform gravity extension. We were just about to perform the gravity extension when the gear finally came down. ATC gave us priority handling. Landed uneventfully. Crash and Fire Rescue (CFR) was waiting for us upon landing and followed us to the gate. Upon landing; Ramp control said we would have to wait an hour for gate XX since there were 15 planes waiting for gates. We stated that we had requested priority handling and had fire trucks following us. They said wait an hour. ATC then said we had a new gate of XY. Ramp again told us we were not going in that gate and we had to wait an hour. We reiterated again that we needed priority handling and had fire trucks following us. They again said wait an hour. We called ops; they said the gate was open and it was ours. We called ramp again and stated ops said the gate was open and it was ours. They said wait an hour. Finally with one more call to ops; ramp finally let us in. I dread what would have happened with an ongoing emergency; that needed immediate attention.Cause: There has got to better communication between departments in these situations. We should not have to argue with Ramp control multiple times on getting into a gate. It is embarrassing and we could hear ATC laughing at the situation in the background.After the event I went into the QRH looking for follow up L/G GEAR NOT DOWNLOCKED ECAM in the QRH. There is not one. I was able to find gravity extension. There are numerous important things in there that I would have missed if I just performed the gravity extension per the ECAM; namely NWS would be inop. That is extremely important to know since I would not be able to taxi off the runway. The QRH also says to recycle the gear 3 times with one minute in between. I suggest; L/G GEAR NOT DOWNLOCKED ECAM and/or Gravity Extension be an ECAM exception.
