Synopsis

General aviation pilot reported while holding short of runway a landing aircraft was directed by ATC to exit at the same taxiway which resulted in a near collision. Controller stated this procedure is done all the time.

Narrative

We asked permission to land on Runway XXR; after asking to land long and exit at west end of Runway XXR to taxi to FBO. Permission to land long was denied; land short on Runway XXR numbers. Upon landing; taxied to [taxiway] 1 intersection holding short Runway XXL. Cleared to taxi crossing Runway XXL. An aircraft was taxiing on [taxiway] '2' from my right (west side) to east. After the aircraft passed to the east; I again requested to taxi to FBO via taxiway '2.' Permission again was given to taxi to FBO. After refueling. requested to taxi on Taxiway '2' to 1 intersection with ATIS for intersection takeoff northeast bound. Permission was granted to taxi across Runway XXL at 1 intersection; hold short Runway XXR. Controller asked if ready to takeoff; my response was ready to depart north east bound. I was then told to hold; which I did. Controller told me to go to the runup area which I responded I could not except for departure. I was too close to the hold line (solid yellow line for Runway XXR). I was two to four feet from the hold line. Several times I repeated my position. After a minute; to my surprise; a low wing aircraft was landing on Runway XXR and turning straight for us. I spoke loudly on tower frequency for aircraft landing and now taxiing toward us at a high rate of speed. To no avail the subject aircraft continued to get off on Taxiway 1 intersection and passed my left wing approximately 2 feet from subject aircraft left wing and below approximate 1 foot vertical as viewed from my view. As the aircraft passed my left wing; their right wheel just missed ground identification improvements. The other pilot appeared to laugh and give me a hand gesture. I then asked the tower why they allowed the aircraft to taxi off the runway and passed my left wing when there was not enough room. Tower stated that they do this all the time. I was then given permission to depart north east bound.
