Synopsis

Ramp agent reported to management that there was a broken tie down strap in a cargo bay. The agent reported having difficulty getting maintenance involved until the Captain was informed.

Narrative

I was loading Aircraft X at gate XX. I loaded bags in A1 and closed the net. I loaded about 15 bags in A2; my crew went to get the gate bags from the jet bridge. While I was waiting for my fellow crew members to return with gate check bags; I always check the cargo nets and make sure they are ready to be closed immediately after loading any remaining bags so we can have an on-time departure. I noticed that the bottom clasp on the door cargo net was broken. I immediately informed my crew chief; and he tried to contact control and a manager but was not getting a response on the radio. I told him to try calling from a ready room and I'll call control from my cell phone in the cargo hold. I was able to get through to control. I spoke with the manager and told him we needed maintenance at XX the cargo net is broken. He told me to close it up and let it go. I said 'excuse me; what?' He said again to close it up and let it go; it's not taking a delay. I found out a little while later that my Crew Chief was unable to contact management; so he went and informed the captain of the issue. Maintenance did come out after the captain called the tower for maintenance to come out to the aircraft. Maintenance did put A2 cargo hold out of service. The load planner had us take the bags in A2 and put them in the bulk and move the bags from A1 to F2. Yes; the aircraft did take a delay but the safety of our passengers and aircraft I believe is a huge priority.Cause: I know that a broken cargo net across a door on an airbus is an important issue and should not be ignored and maintenance should be informed immediately. I know it is a safety issue. The captain calling the tower for maintenance stressed the importance of the situation and maintenance came out to inspect the net and place the A2 hold inop.Suggestions: My suggestions for; these types of issues; being avoided is our management not telling someone to ignore a maintenance request when they are not present and don't know the situation. If it wasn't for my experience and knowing that this is wrong; and not safe; a person with less experience could have listened to the manager and not question what they are being told.
