ACR INSTRUCTED TO HOLD FOR TAXIING TFC BTWN RWY AND PARALLEL TAXIWAY. ACFT NOT CLR RWY OR TAXIWAY IN HOLD POS.
Narrative
FLT LANDED FLL RWY 9L. ON TURNOFF TAXIWAY B; GND ADVISED TO HOLD SHORT OF PARALLEL DUE TO LGT HEADED WBOUND ON TAXIWAY. I ADVISED GND WE WERE NOT CLR OF RWY. IN FACT; THE FRONT OF THE ACFT HAD NOT REACHED THE HOLD SHORT LINE. TWR THEN ROLLED AN LGT Z BEHIND US ON 9L. I WAS STUCK BTWN BEING STRUCK FROM THE REAR AND BEING HIT FROM THE FRONT BY THE ACFT ON THE PARALLEL. THIS WAS A VERY UNSAFE OP. IT WAS OBVIOUS THERE WAS NO COORD BTWN GND AND LCL CTLRS. HAD I BEEN GOING THE OPPOSITE DIRECTION AND HAD MY ENTIRE ACFT BTWN THE HOLD SHORT LINE AND THE RWY; I'M SURE THE OP WOULD NOT HAVE BEEN TOLERATED AND I WOULD HAVE BEEN VIOLATED. NO OP IS SO VITAL THAT IT IS NECESSARY TO HAVE A PARKED ACFT SO CLOSE TO THE EDGE OF A RWY. I ESTIMATED THE WINGTIP OF THE LGT Z WAS WITHIN 30 FT OF MY TAIL -- NO ROOM FOR ERROR. THE LCL CTLR SHOULD HAVE COORDINATED ME CLRING; MOVING ACROSS TAXIWAY A. THIS WOULD NOT HAVE AFFECTED THE LGT OR MY ACFT. INSTEAD; GND WAS WORKING ON TWR PRIORITY CALLS AND LEFT US TRAPPED AND UNABLE TO COM. NEITHER CTLR APPEARED TO BE AWARE OF THE PROBLEMS OF THE OTHER. ACFT MUST BE ALLOWED TO SAFELY CLR THE ACTIVE RWY AND SHOULD BE GIVEN PRIORITY OVER OTHER TFC TO DO SO. SUPERVISION MAY ALSO BE A PROBLEM. WHEN I CONTACTED THE TWR SUPVR; HE SAID HE SAW THE ENTIRE EVENT AND INDICATED THAT HE 'DIDN'T SEE ANY PROBLEM' AND OBVIOUSLY FAILED TO UNDERSTAND MY CONCERN.
