Narrative
I FLEW THE ACFT DOWN TO FLT MINS. I SAW THE RWY APCH LIGHTS. I CONTINUED TO LAND THE ACFT. VISIBILITY DETERIORATED. I LANDED; AND APPLIED THE BRAKES. APCHING THE END OF THE RWY; I COMPUTED THE ACFT WOULD NOT STOP; DUE TO WET PAVEMENT. I WENT OFF THE END OF THE RWY ONTO THE DIRT OVERRUN. I TURNED THE ACFT AROUND; AND TAXIED BACK ONTO THE RWY. I THEN TURNED ONTO THE TXWY; AND THE R TIRE BLEW. I CALLED THE TWR; AND RPTED THE INCIDENT. A NEW TIRE WAS PUT ON; AND THE ACFT WAS TAXIED TO PARKING. NO EVASIVE ACTION WAS REQUIRED. CONTRIBUTING FACTORS: NO WX RPT FROM THE TWR. ACFT CLRED TO LAND; AND LANDED SUCCESSFULLY 3 MINS BEFORE ME. THE SITUATION OCCURRED BECAUSE OF DETERIORATING WX CONDITIONS. TO PREVENT RECURRENCE. REQUIRE THE TWR TO GIVE CURRENT WX CONDITIONS DURING TIMES OF LOW VISIBILITY; BEFORE CLRING ACFT TO LAND. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE WAS CONTACTED BY THE FAA AND THEY DETERMINED HE SHOULD RECERTIFY FOR HIS ATP. HE OBVIOUSLY COMPLIED BUT UPSET THAT IT COST HIM CLOSE TO $1500 TO DO SO. PASSED IT JUST FINE.
