Synopsis
Air carrier ground personnel reported witnessing ramp non-compliance with SOP during aircraft arrival; including a few moments of the aircraft rolling backward out of control.
Narrative
This morning; while conducting APU audits; I observed a near miss; an aircraft breakaway; and multiple instances of non-compliance with standard operating procedures (SOP) during an arrival operation. I immediately reported the incident to bring awareness to the unsafe actions observed and to highlight the lead's lack of understanding regarding the proper procedures following such an event. At approximately XA:05; Aircraft X arrived at Gate XX. The ramp lead marshaled the aircraft in and stopped it short of the proper stop position. Upon realizing the error; the lead instructed the agents to pull the aircraft forward to the correct stop mark. One agent connected the bypass pin and red box while the lead retrieved the tow vehicle that was already positioned at the gate. During this time; neither the main landing gear (MLG) nor the nose landing gear (NLG) was chocked only the aircraft's brakes were set by the flight crew.As the lead approached the aircraft with the tow vehicle; the agents began to extend the tow bar claw and strap to connect it to the NLG. While attempting to make the connection; the lead requested a brake release from the flight deck; nearly causing the agent's hand to be caught in the process. The aircraft subsequently began to roll backward. The agents quickly placed two chocks behind the NLG tires to prevent further movement; and the pilot reapplied the brakes after realizing the aircraft was moving. At that point; I advised the lead to freeze the scene and contact both the ramp supervisor and maintenance to assess the situation before proceeding. The lead responded that it was okay and intended to simply pull the aircraft in and cradle it. I again advised against doing so and reiterated that a supervisor must make that decision.I then called for the ramp supervisor over the radio and requested immediate assistance. When the supervisor arrived; I began explaining the sequence of events; but the lead interrupted and began offering justifications for his actions. To prevent further confusion; I stepped back from the conversation.Following the supervisor's arrival; maintenance was contacted and advised that the aircraft could be repositioned and would be inspected afterward. This report is submitted to ensure transparency; promote accountability; and reinforce adherence to safety and SOP compliance in future operations. My intent is solely to prevent recurrence and ensure the highest standards of ramp safety and professionalism are upheld.
