Synopsis

Pilot reported there was no NOTAM regarding a runway closure at P08 before pilot departed for P08; nor was the closure broadcast on P08 ASOS.

Narrative

I was on a early morning flight from ZZZ to P08 (Coolidge; AZ). I had planned the flight on ForeFlight and reviewed the briefing. I read the NOTAM for a runway closure at my departure field. I did not recall seeing any closure NOTAM for P08. I departed just after XA:00 and 12 minutes later was in the pattern at P08. I noticed the runway lights were not illuminated on my intended landing runway of 5/23 but 17/35 were illuminated. The runways were visible without lighting. As I announced my intentions to land on Runway 5; another aircraft in the area said the runway had just been closed via NOTAM. I was surprised by this and decided to heed the new information and land on 35. I saw a few vehicles near the airport perimeter fence but they appeared to be working on a project not related to the runways and there were no lighted X's" or any other indication the runway was closed. I landed on 35 without incident. Upon landing I reviewed ForeFlight and there was now a NOTAM for the closure showing active at XA:16. It had gone active while I was about to enter the pattern. I checked the briefing again I had prior to departure and there was no reference to the NOTAM. Only 3 NOTAMs were shown; one for parachute jump activity; Runway 5/23 REDL U/S; and RNV 23 LPV minimums change. This NOTAM popped up with no notice was effective immediately. The only reason I didn't land on the closed runway was due to the other pilot letting me know. I believe I had done my due diligence getting a full briefing through ForeFlight and there was not much else I could do. The ASOS has a recorded message for the parachute activity; they could have easily added the closure to the ASOS to alert aircraft to the closure."
