Narrative
FLEW TO FFU VOR AND ENTERED HOLDING AT 17000 FT FOR AN EXPECTED CLRNC TIME OF XX20L WHILE SNOW WAS REMOVED. GJT WAS THE ALTERNATE AND WAS 150 BROKEN; 100 VISIBILITY. WE FIGURED IF WE LEFT HOLDING WITH 15000 LBS FUEL WE COULD SHOOT THE APCH; GO MISSED; FLY TO GJT AND LAND WITH OVER 6000 FT RESERVE. WE STARTED THE APCH WITH 16500 LBS FUEL. INSIDE THE MARKER WE CALLED TWR AND WERE TOLD TO CONTINUE. AN SMA WAS CLRED TO LAND AHEAD OF US. WE HAD THE RWY END IN SIGHT AT APPROX 1 MI. TWR ASKED THE SMA IF HE WAS CLR. HIS RESPONSE WAS; 'YES; I THINK SO.' DUE TO THE CONFUSION; WE INITIATED A GAR SIMULTANEOUSLY WITH THE TWR DIRECTING 'GAR.' WE HAD 15500 LBS FUEL AND WE TOLD TWR OR APCH THAT WE WOULD LIKE TO LAND WITH LITTLE DELAY AND WE CALLED 'MINIMUM FUEL.' WE WERE VECTORED TO AN 8 MI FINAL AND LANDED UNEVENTFULLY. AFTER A TELEPHONE CALL TO TWR; IT BECAME KNOWN TO ME THAT THE SMA WAS CLR OF THE RWY BUT WAS STUCK IN THE SNOW JUST OUTSIDE OF THE RWY LIGHTS. TWR HAD DETERMINED THAT THE RWY WAS CLR AND SAFE TO LAND EVEN THOUGH THE SMA WAS WITHIN THE RWY LIMITS. TWR DECLARED THE EMER AND ALLOWED US TO LAND. WE SHUT DOWN WITH 13500 LBS FUEL. TAXI MARKINGS AND LIGHTS WERE HARD TO READ DUE TO THE SNOW. THE SMA APPARENTLY JUST TAXIED INTO THE SNOW. TWR DID AN EXCELLENT JOB!
