General aviation pilot reported PABV/BCV Airport has many issues; including pedestrians and vehicles inappropriately using the active taxiways and runways and aircraft not following proper flying procedures and traffic patterns.
Narrative
This is the nth report for many of the same things. It seems the FAA; airport manager; or leasing agency have no intention of resolving the following issues. Let's start with the 2 ladies walking their 2 dogs on the main taxiway. Allowing them to wander unleashed on to the infield. Next; is the 2 men walking 3 dogs on Runway 02R. During landing aircraft they would just move to the infield and once the aircraft passed they started walking back on the runway. Then there is the guy that lets his dog out of the truck and lets him run free down the perimeter road; as he follows in the truck. Best of all is Person A that hangs his dog's leash out the window and drives the running dog down the taxiway; across both runways; down the perimeter road; back across both runways; and down the taxiway. Next I will write again about the traffic speeding up and down the taxiways; across runways and through transit parking. I am talking speeds in excess of 45 MPH. The flight issue: I was performing stop-and-goes on Runway 02R in accordance with wind direction. I was on my 4th stop-and-go; made my radio call; Departing call; Birchwood Airport Aircraft X departing 02R for closed traffic on 02R Birchwood;" made my crosswind call; and then turned downwind and made my downwind call. Then over the radios I hear Aircraft Y departing 20L. I am on downwind for 02R and this guy just takes off. I have seen many people landing on 20R/L at the same time. I have seen people landing in opposite at the same time and I have seen people cut to the inside of downwind traffic in order to get down first. I have had people cut under my wings while doing run-up and have been cut off by a truck racing me to a taxiway turn.The first 2 issues can be handled by the airport designating main entrances; and keeping all gates closed all times as the signage states. Sure people would have to get out of their cars; but so! Having private lease gates closed and locked at all times; until need by lease owners. This would stop the speeders and the sightseers from speeding up and down the taxiways and doing donuts.I have asked for help from airport management; leasing; and FAA to no avail. You need to get involved before an accident happens."
