Narrative
Departed ZZZ with a special transponder code and destination of ZZZ1. The notams indicated a TFR for ZZZ and a drone TFR for ZZZ1. ZZZ [ATC] dropped my flight following and said controllers were too busy for me. I asked a couple of times and was denied. I continued on to ZZZ1 and upon circling the airport; at low level with the intention to land; the environment did not look safe for me due to ground activity. I departed to the North and came back to ZZZ. I confirmed with flight service that the TFR was for drones but it was confusing to me. I made several radio calls starting with 5 miles out with my intentions inbound. I continued at 3 miles and then 2 miles; possibly even 1 mile but I cannot remember. As I turned away from the airport to the North; I was close enough to the airport that the red TFR ring was now visible. As I departed to the North; somebody on the radio responding to my radio call saying that I am departing to the North; use the words TFR. Nothing else was said. I was already leaving the airspace; which I had assumed was reserved as a restriction to drones.
