Air Traffic Controller reported situation where another facility handed off an aircraft off the LOA routes at an altitude below the MVA resulting in flight towards terrain.
Narrative
ZLA Sector 10 initiated a handoff on Aircraft X to the Springs sector descending to 12;000 on the Kayoh arrival servicing SNA. The routing is PSP VOR direct BANDS direct HDF direct FRETS. The MVA between PSP VOR and BANDS is 13;000. There are so many things wrong with this situation. 1. KAYOH arrivals (J and M class) are supposed to cross BANDS waypoint at 16;000 and handed off to HEMET radar. This is a clear violation of the LOA (Letter of Agreement).2. The sector 10 controller called Springs with an IFR handoff to which the Springs controller did not understand why they were handing the aircraft off to him in the first place. This is an off the flow route and needed to be APPREQ'd.3. Looking at the traffic situation display; there were clear indicators on potentially why Sector 10 did this to make their life easier. There was a commercial aircraft descending over PSP VOR landing SBD to 16;000 so dropping the slower Aircraft X down below that altitude helped them with the overtake. Alos there were numerous DSNEE arrivals inbound which lightens the ZLA's workload by pulling Aircraft x out of their flow. This is laziness at its finest and will not be tolerated. 4. Speaking with the sup on duty in Area E; he mentioned that someone was in their first hour of training on the sector. The trainer needs to be held accountable as this is very bad info to be passing along to their new trainee. RecommendationLOA flows need to be reiterated; and aircraft off the LOA flows need to be APPREQ'd
