ACR COMPANY ACFT NON ADHERENCE TO ATC CLRNC TAXI WITHOUT CLRNC.

Narrative

NUMEROUS COMPANY ACR'S LNDG LGA TELLS GND CTLR THEY HAVE BEEN CLRED INTO THEIR RAMP AREA; WHEN NO CLRNC HAS BEEN GIVEN. 2 OCCURRENCES WERE OBSERVED WHEN 2 SEPARATE ACFT WERE GIVEN A CTL INSTRUCTION TO HOLD SHORT OF A TXWY; AND WITHOUT ATC AUTHORIZATION; THE ACFT TAXIED THEMSELVES TO THE GATE. IN ONE INSTANCE; CTLR HAD GIVEN A CTL INSTRUCTION TO A DIFFERENT ACFT TO TAXI OPPOSITE DIRECTION INTO THE PATH OF THE ACFT IN VIOLATION. IN A TOTALLY SEPARATE SIT; THE COMPANY RAMP CTL CALLED THE TWR CAB TO ADVISE THE GND CTLR THAT THE INFO THE PLTS ARE GIVING US ARE IN TOTAL CONFLICTION FROM WHAT THE COMPANY HAS TOLD THE PLT. IT SEEMS THAT COMPANY ACR FLCS ARE UNDER TREMENDOUS PRESSURE FOR AN 'ON TIME' PERFORMANCE; BUT WITH THE UNORGANIZED FASHION IN WHICH THEY ARE RUNNING THEIR OP AT LGA; SAFETY IS BEING PUT AT THE BOTTOM OF THEIR PRIORITY LIST. ACR COMPANY IS ONLY ONE ACR AT LGA; AND THEIR LACK OF PROFESSIONALISM IS JEOPARDIZING THE SVC AND SAFETY OF ALL OTHER USERS. A SOLUTION TO THE PROB COULD BE FOR A TWR CTLR TO BE PLACED IN THE COMPANY RAMP TWR TO INSURE SAFETY; SINCE 50 PERCENT OF COMPANY OPS ARE NON-VISIBLE TO THE TWR CAB.
