Synopsis

Air carrier Captain reported they stopped taxiing to avoid a collision with another taxiing aircraft.

Narrative

We had taxi clearance to taxi [taxiway] 1 hold short of [taxiway] 2. As our gate was now open. As we taxied down 1 we approached taxi 3 I as always looked left then right as I continued on 1. All clear. As we were taxiing through the [taxiway] 3 intersection a RJ (Regional Jet) was right on top of us from the left. It was snowing and you could barely see the taxi line. I stop in the intersection of 1 and 3. Very surprised to see the RJ come up on us so fast. The RJ stopped short of the intersection. I then continued but the RJ did not turn off his taxi light. So I stopped again. I attempted to contact ground to see what they were doing. I left my taxi light on because I was in the middle on the taxiway intersection. Before ground could get back to us the RJ continued to taxi on 3 crossing in front of us. Missing us by less then five feet in front of our radome. I turned all of our landing lights. To make sure they see us. I thought the RJ was going to hit us. I told ZZZ ground what had happened; he apologized. We taxed safely to the gate. The RJ looked like his taxi speed was about 20 knots.
