Cessna 182 pilot reported flying into an uncontrolled airport and making the appropriate pattern calls then encountering another aircraft attempting to depart opposite direction to their aircraft. The pilot broadcast on the CTAF alerting the other aircraft of their position stopping the other aircraft's departure.

Cessna 182 pilot reported flying into an uncontrolled airport and making the appropriate pattern calls then encountering another aircraft attempting to depart opposite direction to their aircraft. Narrative
While flying into ZZZ; wind favored Rwy XX. I made first call at 11 miles to CTAF. Afterwards a Aircraft Y states taxiing to Rwy XY. I turn on landing light. I make a 5 mile call for left downwind entry XX. Aircraft Y states that he will wait for landing traffic. I make a 'final 10' call maybe 2 miles out. As I am in round out; Aircraft Y transmits that it 'cannot see the traffic and is departing XY'. I see Aircraft Y taxi from the hold bars towards XY and I start transmitting 'Negative' multiple times over CTAF. The Aircraft Y stops and allows me to finish landing and almost cross the taxiway threshold before entering the runway. At the time; the XX taxiways were NOTAMed closed; and for convenience; Aircraft Y used the un-favored runway instead of taxiing back on XX as the winds were only a few knots. The pilot is elderly; and while he communicated situational awareness and the proper sequence of waiting for close landing traffic; he abandoned that plan and decided to take off into opposing landing traffic; because he 'couldn't see' the aircraft that had been announcing that it was landing.
