PDK Tower Controller reported the crash phone has been inoperative and while trying to assist an aircraft that was landing due to an issue; ATC could not contact the fire department for assistance.

Synopsis

PDK Tower Controller reported the crash phone has been inoperative and while trying to assist an aircraft that was landing due to an issue; ATC could not contact the fire department for assistance.

Narrative

Aircraft X was handed off to PDK Tower for the completion of their VFR flight to land PDK. The pilot was cleared to land Runway 21L and reported that they had a mechanical issue and wanted to circle to figure it out. I approved Aircraft X to circle east of the airport and asked the nature of his problem. Aircraft X stated that their trim was stuck. Management was notified and we called an alert 2. However; the Tower crash phone has been out of service for the past several months apparently over funding issues trying to figure out who is responsible for maintaining the line. After 5 - 10 minutes of circling the pilot reported that he thought he had it sorted and wanted to attempt to land. He landed without incident and as he was on approach; Management wanted to cancel the alert 2 because they still had not been able to get ahold of the fire department to roll the trucks! They tried several numbers but they went unanswered and/or to people who weren't there at the firehouse. Luckily the pilot landed without incident but sounded shaken from the experience on frequency. The fire trucks never rolled. If this had been an alert 1 and ten minutes elapsed before a fire truck was notified; this should have been a much larger issue. The crash phone absolutely needs to work more so than any other phone in the Tower.Recommendation: Repair the crash phone before something more serious happens and we can't contact the fire department!! Please; please; pretty please with a cherry on top light a fire under someone about this issue!!
