Synopsis

Fractional flight crew reported two small general aviaton aircraft flying in formation overflew them by 100 feet just before touchdown. No evasive action was taken

Narrative

While on approach into ZZZ we came within 100 feet of two piper cubs in formation with each other. This happened when we were probably 50 to 100 feet above the runway just about to touchdown. If we had to go around for any reason the only way we could've avoided a midair was to fly underneath them. I was flying and the captain was making radio calls. The captain made all the appropriate radio calls. Our first calls was a 15 mile final where the captain made contact with the pilots of the piper cubs. Then on about a 10 mile final we made another radio call and the piper cubs said they would hold about 2 miles north of runway XX and wait for us to land. Looking on the TCAS it appeared they were only a few hundred feet above the ground only so the captain asked what their altitude was and they didn't tell us. Instead they said they had us in sight and were going to enter a teardrop into the left downwind for XX. As we continued the approach the captain made all the radio calls. I did not have the cubs in sight at this point I was unsure of their position and altitude. The captain said he had the cubs in sight at probably 300 feet give or take; so we continued. Then the cubs made a turn directly over the approach end of the airport no more than 100 feet or less above us. I didn't have them in sight until I was in the landing flare. I was looking up too high assuming they would be at a normal pattern altitude but instead they were directly over top of us. The tail number for one of them was Aircraft Y a PA/18 and the other had his tail number blocked.After landing they didn't make any radio calls and quickly went into their hangars.

Second reporter narrative

Loss of separation to dangerous margins upon landing into ZZZ. This is an uncontrolled airport. SIC was flying from right seat was flying while I made all corresponding radio calls starting from 15 miles out in regards to our position and intentions. We were established on final when a flight of two super cub aircraft reported they were in the patten and would hold two miles north of the field while we landed. We had them on TCAS but did not have them in sight until about 300 feet AGL. I asked for their altitude as the TCAS was showing us they were about 200 feet over the ground and we could not seem them. One of the pilots responded that they were holding north and had us in sight and would enter a left teardrop for a downwind into runway XX. When we were on short final; both aircraft crossed the runway we were landing on [Runway] XX at about 100 feet above us as we were touching down. No radio calls were made from either of them. Had we gone around at that point; we would have been forced to stay level in ground effect over the runway as climbing would have caused us to collide. Our only option would have been to stay in ground effect. Line service tech from FBO mentioned we were at most 100 feet apart as we touched down and they flew over us. One of the aircraft had their transponder blocked and the other is Aircraft Y. Both aircraft taxied to the hangars at airport and did not make any more radio calls.
