NEW GATE CTL AT LGA ARPT CAUSES CONFUSION AND DELAYS DUE TO LACK OF COORD BTWN LGA GND CTL AND GATE CTL.
Narrative
ONCE AGAIN ACR X IS DELIBERATELY NOT OBEYING AND IGNORING ATC CTL INSTRUCTIONS. AT LGA THE CTLRS ARE EXPECTED TO TAXI MANY ACFT IN AN AREA THAT IS NOT VISIBLE FROM THE CTL TWR. THIS TASK IS HARD ENOUGH WITH THE ACFT COOPERATING. BUT; AS IS OFTEN THE CASE; ACR X TENDS TO IGNORE CTL INSTRUCTIONS; TAXI ABOUT THIS 'UNSEEN' AREA WITHOUT CLRNC AND WHILE SITTING ON ACTIVE TXWYS OFTEN 'LEAVES' ATC FREQS WITHOUT APPROVAL FROM OR NOTIFICATION TO THE TWR. TODAY; ACR X ARR ADVISED ME THAT HE HAD A GATE AND HAD ACCESS. I INSTRUCTED ACFT TO TAXI VIA THE INNER (TXWY) TO THE RAMP. WHEN ACR X REACHED THE E END OF LGA; IT STOPPED ON A TXWY AND BLOCKED THE DEP OF SEVERAL ACFT FROM 2 ALLEYWAYS. THIS ACFT SAT THERE IN EXCESS OF 10 MINS; WOULD NOT MOVE; AND NOT ON ANY ATC FREQ. CALLBACK CONVERSATION WITH FACILITY REVEALED THE FOLLOWING: CALL TO FACILITY REVEALS THAT THIS AIRLINE HAS MORE FLTS; INCLUDING COMMUTERS; THAN THEY HAVE GATES. AS A RESULT; ACFT FREQUENTLY BLOCK THE INNER TXWY THEREBY PREVENTING OTHER ACFT FROM TAXIING TO THE RWY. IN MANY CASES THE DELAY CAUSES AN IMPACT TO THIS PARTICULAR AIRLINE ONLY. FACILITY RECOGNIZES PROB AND HAVE BEEN MEETING WITH THE AIRLINE AND ARPT PEOPLE TO REDUCE THE IMPACT. ONE SOLUTION IS TO MOVE THE COMMUTER OP TO ANOTHER AREA. THEY HAVE ANOTHER MEETING SCHEDULED THIS MONTH.
