Narrative
I am submitting this report to formally document an ongoing and significant safety concern regarding frequency 119.3 at HCF.For an extended period of time; this frequency has presented persistent and unresolved operational issues that rise to the level of an extreme safety hazard. Controllers working this position routinely experience severe frequency congestion; blocked transmissions; and unreliable communication that directly degrade our ability to maintain positive control and ensure safe separation.These problems are not isolated or intermittent. They are chronic; well known among controllers; and have repeatedly created situations where aircraft are unable to establish or maintain timely two-way communications. This has resulted in increased workload; delayed clearances; missed instructions; and an elevated risk of operational errors particularly during periods of high traffic volume or complexity.Despite long-standing awareness of the issue; there has been no effective mitigation or permanent corrective action implemented. Controllers are left to manage an unsafe communications environment using workarounds that are neither standardized nor sustainable. This places unnecessary stress on both controllers and flight crews and undermines the safety margins expected in ATC operations.I believe this issue warrants immediate technical evaluation and corrective action; including a review of frequency assignment; coverage; interference sources; and overall system design. Continued operation under current conditions represents an unacceptable risk to safety.This report is submitted in the interest of protecting the National Airspace System; supporting controller performance; and preventing a serious incident before one occurs.Recommendation: Real attention. I understand it has challenges but maybe it's time to consider moving it.
