MIL TACTICAL ACFT OPERATING WITHIN THE TFC PATTERN OF A NON CTLED ARPT.

Narrative

STUDENT TRAINING FLT ARRIVED AT THE BKV ARPT TO DO LNDG PRACTICE. A DARK GREEN MLT Y WAS FLYING A 'RACE TRACK PATTERN' WITH A N/S AXIS THAT BROUGHT THE CRAFT INTO THE BASE LEG AREA FOR RWY 27 AT ABOUT 1000 FT MSL. THIS WAS MOST DISQUIETING TO THE STUDENT (I CONSIDERED IT TO BE VERY INCONSIDERATE ON THE PART OF THE MLT; 'BAD MANNERS' AND DANGEROUS ONLY IF I LOST SIGHT OF HIM). THE TRAINING PLANE ASKED TWICE ON 122.8 MHZ; 'MLT AT HERNANDO COUNTY ARPT; WHAT ARE YOU DOING?' THERE WAS A REPLY TO THE SECOND CALL TO THE EFFECT THAT 'WE ARE DOING (?) DROPS.' THE TRAINING ACFT ASKED; 'CAN YOU DO A R HAND CIRCUIT?' AND THE REPLY WAS 'NEGATIVE.' THE REPLIES (ASSUMED TO BE FROM THE MLT) DID NOT USE A CALL SIGN. NO IDENTIFYING MARKS COULD BE SEEN ON THAT DARK GREEN ACFT. 1 PARACHUTE (OLIVE OR DARK GREEN) WAS OBSERVED TO BE FALLING IN AN AREA (OPEN FIELD) SOME 4 MI S OF BKV (S OF THE E END OF BKV ARPT). TRAINER CALLED PIE FSS TO ASK FOR NOTAMS OF THE BKV AREA. PIE FSS REPLIED NEGATIVE. THE TRAINER OBSERVED THIS BKV FLT PATTERN INTRUSION DURING THE PERIOD OF XA30 TO XZ40 EST. SINCE THE RESPONSE OF THE MLT (?) WAS 'WE'LL BE HERE ANOTHER HR;' THE TRAINER DEPARTED TO X39 FOR LNDG PRACTICE. THE MLT WAS OBSERVED TO PASS X39 AT ABOUT XA25 EST HEADED TOWARD TPA AT ABOUT 2000 FT MSL. THE INSTRUCTOR PHONED THE PIE FSS SUPVR TO RPT THIS INCIDENT. WHY WAS SUCH ACTIVITY BEING CONDUCTED? WAS THIS A DRUG DROP DONE FROM AN ACFT THAT WAS SO OBVIOUS THAT IT COULD NOT BE SUSPECTED? WAS IT JUST POOR OPERATING PRACTICE AND BAD MANNERS ON THE PART OF THE MLT? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS ADVISED THAT FLTS BY THE MIL OUTSIDE OF DESIGNATED AREAS; SUCH AS THIS ONE; SHOULD BE REFERRED TO THE FAA FSS AND FSDO IF A RECURRENCE SHOULD HAPPEN.
