SMA ACCUSED OF ENTERING ATA WITHOUT CLRNC.

Narrative

RECEIVED IFR CLRNC FROM EGLIN AFB CLRNC DELIVERY -- THE FACILITY TO BE USED FOR FLT PLAN CLRNC AT DESTIN-FORT WALTON BEACH; FL. WAS GIVEN SQUAWK CODE AND FREQ FOR DEP. APPROX 1 MIN AFTER LIFTOFF FROM RWY 32; EXECUTED L TURN; AND WHILE CLBING THROUGH APPROX 500 FT MSL; CONTACTED EGLIN DEP UPON WHICH A LADY CTLR FAIRLY SCREAMED THAT I HAD 'BUSTED THE EGLIN ATA.' SHE STATED THAT NO RELEASE TIME HAD BEEN ISSUED FOR TKOF. I APOLOGIZED AND STATED THAT I APPARENTLY HAD MISUNDERSTOOD INSTRUCTIONS GIVEN ME BY THE FEMALE CLRNC CTLR WHOM I HAD HEARD TO SAY 'TO DEP 120.9 AFTER TKOF; NO DELAY.' WHILE AT THIS LOCALE THE PREVIOUS EVENING; AND THAT MORNING; I ASKED LCL PLTS OF NORMAL PROCS; AND FELT I HAD A GOOD GRASP OF HOW TO GET THE WX BRIEFING AT THIS NON TWR FIELD; AND HOW TO ASK FOR RTES; ETC; WHILE FILING THE FLT PLAN FOR THE ENSUING 1200 NM TRIP. IT APPEARS THAT THERE IS A POSSIBILITY THAT I SOMETIMES DO NOT PROPERLY UNDERSTAND EVERYTHING THAT SOME HIGH PITCHED VOICES ARE SPEAKING. ALSO; THIS SIT; USING A NEARBY MIL FACILITY; IS QUITE DIFFERENT WHEN FILING AN IFR FLT ON A VERY CLR DAY; AND MAY HAVE CAUSED THIS OLDER PLT TO ASSUME MUCH MORE THAN I SHOULD HAVE.
