ACR X TCASII RA (CAUSED BY CLBING CPR Z) NON ADHERENCE TO ATC CLRNC UNAUTH CLB FROM ASSIGNED ALT HAD LTSS FROM ACR Y. PLTDEV. EVASIVE ACTION TAKEN.

Narrative

ACR X WAS ARRIVING TO DTW AT 11000 FT. ACR Y WAS ALSO ARRIVING TO DTW AT 12000 FT. ACR Y WAS DIRECTLY ABOVE ACR X WITH THE SAME DIRECTION OF FLT. CPR Z WAS DEPARTING DTW CLBING TO 10000 FT. CPR Z WAS CLBING OUT SEBOUND WITH ACR X AT HIS 2 O'CLOCK POS AND 1 MI 9800 FT LEVELING OFF AT 10000 FT. ACR X WAS LEVEL AT 11000 FT WITH CPR Z AT HIS 10 O'CLOCK POS AND WAS FLYING NWBOUND. ACR X RPTED AN RA AND CLBED 500 FT. TFC WAS ISSUED TO ACR X ON THE DEP CPR Z. I ISSUED TFC TO ACR X ON ACR Y AND HE RPTED THE TFC IN SIGHT. ACR X LEVELED AT 11500 FT WITH ACR Y AT HIS 12 O'CLOCK POS AND 1 MI. CORRECTIVE ACTION: REPLACE THE OLD TCASII EQUIP WITH THE NEWEST VERSION IMMEDIATELY. THIS OLD EQUIP IS TOO SENSITIVE AND IS CAUSING TOO MANY PROBS. CPR Z LEVELED AT 10000 FT AS HE SHOULD HAVE AND WAS NO FACTOR WITH ACR X. THE TCASII OF ACR X CAUSED A LOSS OF SEPARATION BTWN ACR X AND ACR Y. THE PLT OF ACR X RPTED CPR Z (THE DEP) IN SIGHT; THEN INITIATED A CLB AS HE IS DIRECTED TO DO. A VISUAL SIGHTING OF CONFLICTING TFC SHOULD ALLOW A PLT TO REMAIN WHERE HE IS; AND NOT CLB.
