ACR LTT ACFT NMAC WITH MIL MTR. LTT ACFT DSNDING VFR AND MTR ACFT DSNDING IFR IN VMC.
Narrative
WE WERE ON A VFR FLT PLAN FROM PROVIDENCE TO ALBANY; AT 10500 FT IN RADAR CONTACT WITH BRADLEY APCH. WE ADVISED BRADLEY WE WERE BEGINNING A DSCNT OUT OF 10500 FT FOR ALBANY. BRADLEY SAID; YOU HAVE TFC AT 11 O'CLOCK POS AT 11000 FT; 15 MI EBOUND. WE WERE NWBOUND. LATER; BRADLEY SAID YOUR PREVIOUSLY ISSUED TFC IS NOW AT 12 O'CLOCK AND 3 MI (AN MTR). WE WERE THROUGH 10000 FT AT THIS POINT. A FEW SECONDS LATER WE SPOTTED THE TFC. THE MTR PASSED BTWN OR 7-8 O'CLOCK POS PRETTY CLOSE. I TOLD BRADLEY THAT WE HAD THE TFC IN SIGHT AND CONFIRMED HE WAS AT 11000 FT. CTLR SAID HE WAS ISSUED AT 11000 FT HE'S AT 10000 FT NOW. WE WERE DSNDING THROUGH 9800 FT WHEN HE PASSED BY. WE TOOK NO EVASIVE ACTION. I DO NOT KNOW IF HE DID OR NOT. I BELIEVE THE SIT WOULD HAVE BEEN AVOIDED IF THE CTLR HAD TOLD US THE MTR WAS IN A DSCNT. THEN WE WOULD NOT HAVE BEGUN OUR DSCNT TILL WE WERE WELL CLR OF THE TFC. I BELIEVED THIS TFC WAS AT 11000 FT AND WE WERE DSNDING THROUGH 10000 FT SO WE WERE LOOKING FOR HIM; BUT DIDN'T CONSIDER HIM A THREAT. ALSO; WE WERE ON VHF AND HE WAS ON UHF SO ANY XMISSIONS HE MAY HAVE MADE WE DIDN'T HEAR. SUPPLEMENTAL INFO FROM ACN 235569: MTR FLT WAS LEVEL AT 10000 FT MSL; APPROX 10 W OF BISCO IAF; ON A 115 DEG HDG; INBOUND TO WESTOVER FOR A HIGH TACAN RWY 23 APCH. AT APPROX XA30Z; WE OBSERVED A TWIN PROP LOW WING ACFT AT THE SAME ALT; WNWBOUND ABOUT 200 FT AWAY ON THE L SIDE OF OUR ACFT. IT APPEARED TO BE A RED; WHITE AND BLUE COMMUTER ACFT. THERE WAS NO TIME FOR EVASIVE ACTION. AS SOON AS WE SAW THE OTHER ACFT; WE FELT THE PROP WASH. THE CTLR (BRADLEY APCH) TOLD US THAT IT WAS A VFR ACFT BEING MONITORED BY ZBW. SHE CLAIMED THAT THEY WERE GIVEN A TFC CALL BUT GOT NO RESPONSE. WE NEVER RECEIVED A TFC CALL.
