Narrative
I MUST BEGIN BY SAYING THE LUBBOCK AIR TFC CTLRS HAVE THE WORST ATTITUDES TOWARD PEOPLE AND PLTS AS ANYWHERE I HAVE EVER FLOWN. THEY'RE SNAPPY AND RUDE AND VERY ARGUMENTATIVE OVER THE RADIO. I HAD JUST LANDED AFTER A ROUTINE MAINT FLT IN A RENTAL SMA FOR MY EMPLOYER. I EXITED RWY 17R AT TXWY S AND BEGAN TAXIING SBOUND ON TXWY C AFTER BEING TOLD TO TAXI TO FBO. I WAS NEVER TOLD TO HOLD SHORT OF RWY 8; IT INTERSECTS WITH TXWY A AT C AT THE APCH END OF RWY 8. AS I TAXIED THROUGH THE INTXN AN SMT Y WITH HIS L ENG FEATHERED CAME OVER MY AIRPLANE AND LANDED ON RWY 8. AS HE TOUCHED DOWN HIS L MAIN TIRE BLEW AND HE SMOKED AND I BELIEVE WENT OFF THE N SIDE OF THE RWY. THIS AIRPLANE MUST HAVE DECLARED AN EMER BECAUSE THE RESCUE VEHICLES WERE ALREADY OUT. MY CONCERN IS ATC LET ME TAXI UNDER AN AIRPLANE WHICH OBVIOUSLY WAS IN DISTRESS BECAUSE OF AN ENG QUITTING. I WAS TOLD TO HOLD SHORT OF RWY 8 ON MY LNDG ROLL BY THE TWR; WHICH I DID. BUT; I WAS NEVER TOLD TO HOLD SHORT OF RWY 8 ON GND; ONLY TO TAXI TO FBO. I DO REMEMBER LOOKING BOTH WAYS BEFORE XING RWY 8 AT C AND DID NOT SEE THE SMT Y. I ASSUME SMT Y WAS ON A MODIFIED BASE LEG OF SOME KIND FOR RWY 8. FROM THE PLT'S POINT OF VIEW I SHOULD HAVE LOOKED BETTER BEFORE XING THE INTXN. THIS FOR ME WILL INCLUDE LOOKING OVER MY SHOULDER AND ON BASE FOR AIRPLANES ON A SHORT BASE FOR RWY 8. MY CONCERN IS ATC PUT ME IN A SPOT WHICH VERY EASILY COULD HAVE BEEN DISASTROUS TO BOTH ME AND THE AIRPLANE IN THE EMER SIT.
