HELI PLT APCHING RAMP; HITS PWR LINES ACROSS TXWY.

Narrative

THE HELI WAS TAKEN OUT OF THE HANGAR. THE PLT HAD 2 OTHER INDIVIDUALS TO RIDE; HOWEVER; BEING IN A CONGESTED AREA AT THE HANGAR SITE; THE PLT WAS GOING TO REPOSITION THE HELI TO THE RAMP AREA. PRIOR TO TKOF PLT HAD 2 OPTIONS PLANNED IN HIS HEAD ON APCHING THE RAMP AREA WHICH WAS ON N SIDE OF HANGAR OR S SIDE. AFTER TKOF PLT CHOSE TO REENTER RAMP AREA BY LINING UP ON S TXWY WHICH LED INTO RAMP AREA; ON DSCNT PLT FLEW THROUGH 3 PWR LINE WIRES GOING TO THE ROW OF HANGARS THAT SPLIT THE 2 TXWYS. A NORMAL LNDG WAS MADE. PLT INSPECTED HELI FOR DAMAGE. NO DAMAGE TO HELI WAS OBSERVED. NO FURTHER ACTION TAKEN EXCEPT TO CONTACT PWR LINE COMPANY. PLT HAS BEEN FLYING OFF GGW ARPT FOR 5 YRS. PLT ALSO HAS USED THE S TXWY FOR FIXED WING ACFT OVER THIS PERIOD OF TIME. PLT'S MISTAKES WERE SEVERAL. IT'S OK TO PREPLAN; HOWEVER; PLT SHOULD HAVE LOOKED FOR OBSTACLES FROM THE AIR PRIOR TO DSCNT. PLTS SHOULD AVOID LNDG TOWARDS SUN TO PREVENT GLARE. PLT HAD BEEN OPERATING THE HELI OFF THE ARPT FOR ABOUT 2 WKS. THE ARPT IS A CONGESTION OF PWR LINES AND THE PLT THOUGHT HE KNEW WHERE THEY ALL WERE XING. HAVING TAKEN A FLY-BY I'M SURE THE PWR LINES WOULD HAVE BEEN SEEN. BEING DOWN THAT TXWY WITH FIXED WING MAY HAVE BEEN A CONTRIBUTING FACTOR IN WHY I THOUGHT MY FLT PATH WAS OPEN TO THE LNDG AREA. I SUGGESTED HANGING BALLS ON PWR LINE XING THE TXWY; HOWEVER; PWR LINE COMPANY PERSONNEL SAID THAT WOULD INDICATE LIABILITY ON THEIR PART SO WOULD NOT DO SO.
