MLG FLC GIVEN ARR USING NAVAIDS THAT ARE INOP.

Narrative

ACFT DEPARTED MCO FOR SCHEDULED FLT TO MIAMI. DURING CLBOUT ZMA TOLD US TO STANDBY FOR A RERTE. ZMA HAD SOME TYPE OF RADAR OUTAGE AND A LINE OF TSTMS BTWN MCO AND MIA. THIS LINE HAD SEVERAL WIDELY SPACED MODERATE TSTMS IN IT AND IT WAS NOT VERY LONG (40 MI) NOR WIDE (15 MI). THE AMENDED CLRNC WAS TO FLY DIRECT TO THE ZBV VORTAC (BIMINI) JUNUR; JOIN THE CLAMI 1 ARR (INCLUDED). THERE IS BEARING INFO TO ESTABLISH JUNUR BUT NO DME. JUNUR IS DETERMINED BY A RADIAL OR BEARING OFF OF ANDREW VOR OR AEW NDB -- NEITHER WERE OPERATIONAL AND MY ACFT DID NOT HAVE FMC CAPABILITY. DEPARTING BIMINI ON THE 235 DEG RADIAL I TRIED TO IDENT AEW NDB. (NO SIGNAL RESULTS IN THE ADF NEEDLE STOWING AT THE 3 O'CLOCK POS.) FLYING THE 235 DEG RADIAL PLUS THIS 90 DEG STOWED POS OF THE ADF NEEDLE MADE ME THINK I WAS GETTING BEARING INFO (235 DEGS PLUS 90 DEGS = 325 DEGS). WE TURNED TOWARD AEW AS I QUERIED ZMA ABOUT THE RELIABILITY OF THE NAVAID AND WHY I WAS NOT GETTING AN IDENTIFIER. WE WERE TOLD AEW WAS ALSO INOP AND TO TURN TO 180 DEGS. FROM THIS POINT ON THE ARR TO MIAMI WAS UNEVENTFUL AND I WAS NOT TOLD TO GIVE ANYONE A PHONE CALL. I DON'T THINK I SHOULD HAVE BEEN GIVEN A CLRNC TO FLY WITH BOTH ARR NAVAIDS INOP AND MY ACFT NOT FMC EQUIPPED.
