LINED UP ON RWY 27 AND CALLED A 3 MI FINAL; LNDG CHKLIST; WIND CHK; 10 DEGS OF FLAPS; AIRSPD DUE TO WIND AT 90 MPH; CROSSED THRESHOLD AT APPROX 20 FT ABOVE ARPT ELEVATION; CUT PWR; FLAIR IN GND EFFECT; TOUCHED DOWN AND APPLIED BRAKES; PLANE SKIDDED AND CRABBED SIDEWAYS; EASED OFF BRAKES; CORRECTED FOR XWIND ON STARBOARD FRONT QUARTER. SLOWLY/FIRMLY APPLIED BRAKES; SLOWING PLANE TO APPROX 10-20 MPH; REALIZED NEEDED MORE BRAKING; FULL PRESSURE; BRAKES LOCKED; PLANE SKIDDED STRAIGHT ON RWY TO END AND ONTO WET/ICY GRAVEL AND INTO DITCH WITH WATER APPROX 20 FT PAST RWY END. PROB WAS CAUSED BY COMBINATION OF POOR BRAKING ACTION FROM WET RWY; HIGHER APCH SPD DUE TO WIND AND GUSTY CONDITIONS. TO CORRECT THE SIT: MAKE GAR DECISION SOONER; AND; CONCENTRATE MORE ON STOPPING PLANE UNDER WET RWY CONDITIONS AND INCREASED WIND.
