CONTRIBUTING FACTOR: LACK OF BASIC AERO KNOWLEDGE AND COMMON SENSE BY PLT/CREW OF SMA; ACFT Y. VFR FLT IN IMC CONDITIONS. IN SOLID CLOUD MODERATE TURB; HVY SNOW; MODERATE MIXED ICING. RPTING PLT: PLT OF MIL SMT; ACFT X ON IFR CLRNC; IFR IN SOLID IMC CONDITIONS; CLRED TO DSND FROM 11000 FT TO 9000 FT AND THEN 9000 FT TO 4000 FT. RECEIVED SEVERAL ADVISORIES ABOUT VFR TFC SMA X AT 8500 FT. WE WERE SOLID IMC ON THE ENTIRE DSCNT; NOT BTWN LAYERS; IN MODERATE MIXED ICING. NEW YORK APCH (132.25) ADVISED THE SMA X WAS 3 MI AND REAFFIRMED THE PLT STATED HE WAS VFR AT 8500 FT ON V308. AN LTT; ACFT Z; ALSO QUESTIONED THE CTLR ABOUT VFR TFC AT 8500 FT. THERE IS NO ISSUE WITH AIR TFC. THE PROB IS WITH THE SMA PLT THAT DOES NOT KNOW CLOUD CLRNC AND VISIBILITY REQUIREMENTS FOR VFR FLT IN CTLED AIRSPACE. WHEN I CALLED THE SARDI SECTOR CTLR (ZBW 132.30) AND HE ALSO HAD STATED THAT OTHER PLT COMPLAINED ABOUT VFR TFC AT 8500 FT. TIME AND LOCATION OF INCIDENT APR/SAT/93; LATE AM; ABOUT 35 MI SW OF HAMPTON VOR. NOTE: THE BREAK IN THE DSCNT AT 9000 FT WAS BECAUSE OF THE 'VFR' TARGET AT 8500 FT!
