Synopsis

UNAUTH LNDG ON OCCUPIED RWY. NON ADHERENCE TO ATC CLRNC INSTRUCTION.

Narrative

AFTER LNDG AT TOLUCA; MEXICO ON RWY 15; AN ACFT WAS ON FINAL FOR SAME RWY; AND WAS CLRED TO DISCONTINUE APCH AND COMMENCE A 360 DEG TURN AND REENTER A FINAL APCH FOR RWY 15. AFTER I STOPPED OUR ACFT; WE WERE CLRED TO MAKE A 180 DEG TURN ON RWY 15 AND RETURN TO THE RAMP VIA TXWY B. AS I TURNED THE ACFT ON THE RWY AND FACED THE OPPOSITE DIRECTION; I ENCOUNTERED THE OTHER ACFT ROLLING OUT ON FINAL APCH. THERE WAS NO CLRNC TO LAND; AND TWR WAS SILENT. THE OTHER ACFT ON FINAL MADE A REMARK TO ME TO 'RUSH' AND I REPLIED THAT WE WERE DOING THE BEST I CAN DO. THE OTHER ACFT; AN LTT JET; CONTINUED HIS APCH AND LANDED WHILE OUR ACFT WAS STILL BACK TAXIING ON CTRLINE OF RWY 15 WITH ALL OUR LIGHTS ON AS A WARNING. AFTER WE CLRED THE RWY; WE ASKED TWR IF THE ACFT WAS CLRED TO LAND; AND THE REPLY WAS 'NO' HE WAS NOT CLRED TO LAND. WE THEN BLOCKED THE ACFT IN AND THEN ASKED TWR WHY HE HAD ALLOWED THE OTHER ACFT TO LAND AND THAT IT WAS A DANGEROUS OP. I ASKED TWR FOR THE REGISTRATION NUMBER OF THE ACFT AND THE NAME OF THE CAPT FLYING/REGISTERED FOR THE FLT. THE LTT Y DID NOT RESPOND ON THE RADIO AND TO THE QUESTIONS I RAISED TO THE TWR. I THEN PROCEEDED TO CUSTOMS; AND THEN TO THE CIVIL AVIATION OFFICE AT THE ARPT. A RPT WAS FILED WITH THE MEXICAN DGAC REPRESENTATIVE.
