MULTIPLE RWY OP INTERSECTING RWYS. SMT Z HAD LTSS FROM ACR Y SAME RWY OP. SYS ERROR.

Narrative

I WAS WORKING FLT DATA. THE CTLR NEXT TO ME WAS WORKING GND CTL AND LCL CTL COMBINED. CTLR IS A DEVELOPMENTAL TRAINING ON RADAR BUT CERTIFIED THROUGH THE TWR CAB. I OBSERVED HIM CLR AN SMA X FOR TKOF ON RWY 14. HE THEN SWITCHED SMA X TO DEP. HE HAD TAXIED ACR Y TO RWY 5. I HEARD HIM SAY ACR Y CLRED FOR TKOF; SMA TFC ON SHORT FINAL. I LOOKED OUT THE TWR WINDOW AND SAW SMT Z OVER THE APCH LIGHTS. I YELLED 'THAT'S NOT AN SMA!' HE SAID 'OH; THIS WON'T WORK' THEN XMITS 'SMA X BREAK IT OFF TO THE L.' I AGAIN YELL AT HIM 'THAT'S NOT SMA X.' HE SAYS NOTHING. ACR Y IS ON A TKOF ROLL AND AT ROTATION THE SMT Z IS ABOUT 50 FT ABOVE THE RWY AND LESS THAN 1500 FT BEHIND ACR Y. SMT Z HAD BEEN CLRED FOR THE OPTION. CTLR SAYS WELL I GUESS HE DOESN'T WANT TO DO A TOUCH-AND-GO; XMITS 'SMA Z START YOUR MISSED APCH.' I WATCHED AS SMT Z STARTED A SLOW; LOW; L TURN OUT (I WAS WORRIED ABOUT THE WAKE TURB CREATED BY ACR Y SO CLOSE IN FRONT OF SMT Z). CTLR HANDBOOK 7110.65 REQUIRES 6000 FT BTWN THE ACFT IN THIS SIT AND A TOUCH-AND-GO WOULD NOT BE ALLOWED; PARAGRAPH 3-103. I RPTED IT WITHIN 30 MINS TO THE ASSISTANT MGR. HE DID NOTHING ABOUT IT TO MY KNOWLEDGE EXCEPT TALK TO CTLR WHO DENIED IT. I RPTED IT 4 DAYS LATER TO CTLR SUPVR WHO DID A DATA PLOT BUT BECAUSE OUR EQUIP MALFUNCTIONED NO DATA COULD BE OBTAINED. THE ASSISTANT MGR SAID NO PROOF -- YOUR WORD AGAINST HIS. (I HAD ANOTHER WITNESS WHO VERIFIED WHAT I SAW.) CTLR SUPVR CALLED ME TODAY AND TOLD ME HE IS GOING TO PUT CTLR ON A PERFORMANCE IMPROVEMENT PLAN.
