SHORT FIELD TKOF ATTEMPT. TKOF ABORTED. RWY EXCURSION WITH PROP STRIKE.

Narrative

ENRTE TO KASIGLUK I RADIOED A PLT WHO WAS DEPARTING FROM KASIGLUK TO ASK FOR RWY CONDITIONS. THE PLT SAID THE RWY WAS PRETTY FIRM WITH PUDDLES AT THE N END OF THE RWY. THE BEST PART OF THE RWY WAS THE S END; SO I LANDED TO THE N AND TAXIED STRAIGHT AHEAD TO THE RAMP; WHICH IS LOCATED AT THE N END. TAKING ON 1 PAX FOR BETHEL; I BEGAN ENG START. AFTER ENG START I CHKED THE WINDSOCK WHICH WAS INDICATING A 90 DEG XWIND TO THE RWY. KNOWING THAT THE CONDITIONS S OF THE RAMP AREA WERE GOOD; I ELECTED TO TKOF TO THE S WITH A 90 DEG XWIND FROM THE L. USING SOFT FIELD TECHNIQUE OF 10 DEGS FLAPS; YOKE PULLED BACK; AILERONS INTO THE WIND; AND FULL PWR; I BEGAN TKOF JUST S OF THE RAMP AREA; AVOIDING THE PUDDLES GIVING ME APPROX 1700 FT OF USABLE RWY. THE ACFT FAILED TO ACCELERATE ACCEPTABLY AND BELOW 50 MPH; I ELECTED TO ABORT TKOF. AFTER CUTTING PWR AND GETTING POOR BRAKING ACTION BECAUSE OF LOOSE GRAVEL ON THE RWY; THE ACFT ROLLED INTO THE STOPWAY AT THE END OF 17. IFT THEN WAS NOT A SNOW BANK LOCATED IN THE STOPWAY A FEW FT FROM THE END OF THE RWY; THE NOSE GEAR WOULD NOT HAVE BEEN STRUCK; WHICH RESULTED IN A PROP STRIKE. THERE WERE NO INJURIES AND ALL PAX AND MYSELF EXITED THE ACFT THROUGH THE MAIN DOORS.
