PLANES USING BOTH 34 AND 16 TODAY. NO WIND; ARPT USES 16. HAD A WIND FROM ABOUT 300 ABOUT 8 MPH. 1 PLANE DEPARTED 16. I DEPARTED 34 MIN LATER. AS I WAS LIFTING OFF; PLANE CALLED BASE TO FINAL 16. I DID NOT SEE ACFT SO MADE XWIND TURN ABOUT 200 FT ALT HALFWAY DOWN STRIP; DOWNWIND ANOTHER 1/4 MI. DEPARTED MIDFIELD ABOUT WHERE I STARTED FIRST TURN TO E L-HAND PATTERN. NEVER SAW OTHER ACFT NOR DID ARPT OPERATOR WHO JUMPED MY ASS ABOUT MY TKOF. AVOIDED OVERFLYING HOUSES. INDUSTRIAL AREA IS WHERE I MADE MY TURNS. NO PROBS. USED MY RADIO ON TKOF. COULDN'T SEE OTHER ACFT BUT TRIED TO AVOID WHERE HE WAS TO BE. FEEL ARPT OPERATOR HAS A BUG UP HIS ASS IS WHY I'M FILING THIS RPT. MUCH STUDENT TRAINING HAPPENING AT THIS ARPT. MY HOME BASE 9 YRS. ULTRALIGHT HOMEBUILT FLYING THERE OTHER DAY 200 FT PATTERN. PEOPLE FLYING 6 MI FINALS AND NOT STRAIGHT-INS. HE APCHED ME ON APR/TUE/93; WIND ABOUT THE SAME. HE COULDN'T TELL ME WHICH RWY TO USE THEN. HE IS ALSO NOT A PLT. TO PREVENT RECURRENCE: INCREASE TAXES ON ACFT; INCREASE AVGAS TAXES; MODE S XPONDERS; NO PRODUCT LIABILITY CHANGES; NO MANUFACTURERS; NO PARTS SUPPLIERS; LNDG FEES; PROB WILL TAKE CARE OF ITSELF. OR CTL TWR; MORE WINGS PROGRAMS BETTER PLT EDUCATIONS. TOLD THE OPERATOR IF SAME THING HAPPENS WHEN I TKOF TODAY; I'D FLY THE SAME PATTERN.
