Narrative

JUST DEPARTED MLB CLBED TO 1300 FT MSL ON A HDG OF 020 MAGNETIC COURSE. INBOUND FOR LNDG AT KCOF JUST FINISHED TALKING TO MLB TWR FOR FREQ CHANGE. CONTACTED KCOF TWR. TOLD THEM NEGATIVE ATIS 6.5 MI S OF FIELD. THEY GAVE US ALTIMETER; RWY AND WIND INFO. 30 SECONDS AFTER THIS XMISSION; SIGHTED AN ARMY SMT ABOVE AND TO THE L DSNDING TO PAFB (KCOF). AT THIS TIME; PLT OF ARMY SMT ACFT XMITTED ON TWR FREQ 133.75 HE CAME WITHIN 100 FT OF OUR ACFT. BOTH ACFT WERE ON APPROX SAME MAGNETIC COURSE. WE DID NOT RECEIVE ANY TA FROM MLB OR KCOF. WE WERE LOOKING FOR TFC CONSTANTLY. BOTH ACFT WERE INBOUND FOR LNDG ON RWY 20 AT KCOF. WE WERE AHEAD; LOWER AND SLOWER THAN THE SMT. AFTER LNDG; CALLED TWR PERSONNEL. THEY TOLD US ARMY SMT WAS LNDG ON THE ILS RWY 20. WE WERE VFR TALKING TO TWR ONLY. THE WX AT THE TIME OF THE INCIDENT WAS VFR 45 SCATTERED WITH 10 PLUS MI VISIBILITY; WIND WAS 050/10. I BELIEVE FOR FUTURE APCHS INTO KCOF I WILL REMAIN 3-5 MI W OF EXTENDED CTRLINE; THUS ALLOWING ENOUGH TIME FOR APCH CTL OR TWR TO IDENT UPON INITIAL CALL UP.
