Narrative

STUDENT PLT FIRST SOLO XCOUNTRY FOUGHT WITH GIRLFRIEND NIGHT BEFORE. TIRED; BUT DETERMINED TO MAKE THE FLT. GOES UP; ON MIDDLE PHASE OF THE FLT BTWN SYRACUSE; WIND AND TURB PICKUP MORE THAN EXPECTED ON TRIP TO UTICA. FIGHTING WITH THE WIND WEARS PLT OUT. PLT APCHS ONEIDA COUNTY ARPT; CALLS AHEAD; ANNOUNCES HE IS STUDENT PLT ON FIRST SOLO XCOUNTRY. ARPT CLRS PLT TO STRAIGHT IN ON RWY 15. PLT EXHAUSTED; MISJUDGES RATE OF DSCNT TOO HIGH TO LAND; ABORTS THE LNDG. TWR INSTRUCTS PLT TO R TFC. PLT MARGINALLY FAMILIAR WITH R TFC; BREAKS TOLERANCES; ALT 200 FT TOO HIGH; PATTERN TOO TIGHT. ON FINAL; PLT REALIZES HE'S TOO HIGH. PULLS PWR; FOLDS IN 40 DEGS FLAPS BUT NOSE IS ONLY DOWN ENOUGH FOR 20 DEGS OF FLAPS. AT 200 FT ABOVE RWY; REALIZES AIRSPD IS 40 MPH; PUSHES NOSE OVER TO PICK UP SPD AND DIVES FOR THE DECK IN A PANIC. AT 50 FT ABOVE RWY; PLT ROTATES NOSE UP. FLAPS DOWN; TOO MUCH DRAG; SLOWS PLANE TOO QUICKLY. AT 20 FT ABOVE RWY PLANE ANGLE OF ATTACH TOO HIGH. STILL BEGINS AT 5 FT ABOVE RWY. PLANE IN FULL STALL BEGINS TO FALL. PLT PULLS ELEVATOR TO GET NOSE UP. ELEVATOR STALLS; NO RESPONSE. PLANE FALLS 5 FT; BOUNCES OFF BACK WHEELS ONTO NOSEWHEEL; DOLPHENING. NO DAMAGE. CORRECTIVE ACTION: STUDENT PLTS NEED MORE R TFC TRAINING. MORE STRESSING A RIGOROUS ADHERENCE TO LNDG PATTERN. MORE INSTRUCTION ON USE OF FLAPS IN GND SCHOOL; ESPECIALLY FULL FLAP LNDGS. FIRST SOLO XCOUNTRY SHOULD BE SHORT.
